Performs highly complex transportation operations or maintenance support work such as: contract maintenance and/or material and process inspection; roadway maintenance and repair; operates light and heavy equipment; preventative and minor maintenance on equipment; traffic control; helping the public during emergency situations; and training other employees. Work requires contact with private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Essential Duties:

  • Inspects traffic control devices and their placement at construction project sites for compliance with specifications for devices, safety laws, rules, regulations and the Texas Manual on Uniform Traffic Control Devices
  • May serve as a work crew project lead ensuring work performed meets project specifications.
  • Trains other employees
  • Inspects and processes damage claims.
  • Verifies and processes maintenance contract inspection data to build work orders and request payment funding
  • Serves as the only maintenance contract inspector on a small project
  • Assists with traffic control; places and gathers cones, warning signs and barricades; flags traffic
  • Identifies, analyzes, and implements solutions for complex maintenance problems
  • Inspects barricades to ensure compliance with barricade standards.
  • Maintains construction project records and/or bridge inspection records; processes related paperwork; reviews files for compliance with the bridge inspection Manual of Procedures.
  • Performs preventive maintenance inspections (PMI), routine servicing and minor repairs on equipment and completes various required reports including time-keeping, equipment forms, inventory, accident forms, and PMI.
  • Reviews plans, enters data and updates, stores and maintains plans, specifications, and estimate (PS&E) documents and files; assists in PS&E processing for letting, to include reproducing and distributing documents
  • Reviews proposed construction plans, specifications, and estimate (PS&E) and supporting documents for accuracy and
    completeness to ensure compliance with state and federal laws, policies, procedures, and design guidelines.
  • Inspects routine and non-routine maintenance contract construction methods and workmanship to ensure contractors build and maintain roadways, bridges, traffic signals and related highway structures in accordance with plans and specifications
  • Performs other job responsibilities as assigned

Minimum Qualifications:

Experience: 2 years transportation engineering support, roadway maintenance, construction inspection, heavy equipment operation, or related work experience. (Experience can be satisfied by full time or prorated part time equivalent). Related technical training or education from an accredited institution may be substituted for experience on a year for year basis.  Substitutions for Minimum Qualifications

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.

  • Methods, procedures, equipment, and materials used in intermodal transportation engineering construction and maintenance work
  • Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
  • Plan review methods, processes and procedures

  • Materials used in highway/bridge construction and maintenance
  • The Texas Manual on Uniform Traffic Control Devices
  • Applicable industry safety standards, guidelines, and specification codes

  • Public relations for maintaining effective working relationships with individuals and groups, both internal and external
  • Performing calculations to include material and labor estimates, expenses, technical survey data and engineering calculations
  • Using basic mathematical fundamentals
  • Prioritizing and organizing work assignments
  • Preparing and maintaining confidential and sensitive records, files, and reports
  • Using computers, applicable programs, applications, and systems
  • Follow verbal and written instructions

Physical Requirements and Working Conditions:

  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
  • Close Visual Acuity-work includes visual inspection of small defects/parts
  • Visual Acuity-operate motor vehicles and/or heavy equipment
  • Visual Acuity-determine work quality/make general observations of facilities/structures
