As the Chief Information Technology Officer (CITO) for Leeward Community College, this role provides visionary leadership and strategic direction for the Information Technology Group (ITG), a critical unit within Academic Services. This encompasses comprehensive management and optimization of ITG's four core areas: User Support Services (Help Desk & Test Center), Server and Datacenter Infrastructure, Networking, and Campus Telecommunications. This leadership extends across all Leeward Community College locations - Pearl City, Wai?anae Moku, and satellite sites such as Wahiawa Value-Added Product Development Center, and Center for Workforce Excellence.
Duties and Responsibilities
(* Essential Functions)
- *Serves as a principal advisor to the Administration on critical IT-related issues, including IT security, policies, infrastructure planning, and technological advancements. This may include forecasting, recommending, and directing hardware and software procurement, system lifecycle management (maintenance, upgrades, replacement), and planning for essential staff professional development to stay compliant and abreast of new technology.
- *Provides strategic leadership and oversight for all IT infrastructure initiatives, working collaboratively with Infrastructure, Networking, and Server Administration teams, including but not limited to the development and implementation of comprehensive policies, security protocols, backup and recovery operations, and long-term infrastructure planning.
- *Directs the architecture, deployment, and continuous optimization of enterprise infrastructure, including campus networks, server platforms, virtual machines, and Virtual Desktop Infrastructure (VDI), ensuring alignment with organizational goals and industry best practices.
- *Oversees the planning, coordination, and monitoring of campus-wide technology initiatives, including but not limited to the campus’s Technology Replacement Plan.
- *Provides oversight and guidance to the User Support Services (Help Desk & Test Center) team, ensuring high-quality service delivery and continuous improvement.
- *Responsible for ITG and Test Center annual assessment, using data to evaluate and enhance operations in alignment with the college's Annual Planning Process.
- *Responsible for supervising the recruitment, hiring, evaluation, and workload assignment for ITG staff.
- Engages and optimizes collaborative efforts with University of Hawai?i Information Technology Services (ITS), external vendors, and key partners to drive successful execution and innovation for Leeward's IT initiatives.
- Works with faculty, staff, peers, administration, and vendors in finding new technical solutions to proactively identify and implement innovative technical solutions that advance the college's mission.
- Collaborates with the ITG team to develop and deliver IT awareness training—such as cybersecurity and IT best practices—ensuring content is current, aligned with organizational policies and ITS Information Security standards. Regularly evaluates training effectiveness and recommends improvements to enhance campus-wide user engagement.
- *Collaborates with the Administrative Services teams (Business Office, Human Resources, Public Safety, etc.) to support the procurement, recruitment, staffing, personnel management, and operational needs related to enterprise-level technology operations.
- *Develops and implements standardized IT service management practices to ensure efficient handling of changes, incidents, and risks, while actively supporting IT governance and ongoing service improvement efforts.
- Stays current with emerging technologies and higher education best practices.

Minimum Qualifications
- Possession of a pertinent baccalaureate educational degree in Information Technology, Computer Sciences or Management Information Systems, or related field and 7 years of progressively responsible professional information technology experience with responsibilities for Multi-User System Administration, of which 2 years of the experience must have been comparable in scope and complexity to the next lower payband in the University of Hawai'i broadband system; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
- Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging information technology concepts, principles and methodologies in the area of system administration.
- Comprehensive knowledge and understanding of a wide range of interactive and integrated technology, systems, hardware and software associated with system administration.
- Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving, and apply creative thinking to resolve problems in new and innovative approaches.
- Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
- For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
- Demonstrated ability to operate a personal computer, apply word processing software, Google Workspace.
- Ability to research, evaluate, recommend, and purchase necessary hardware, software, and other equipment.
- Demonstrated experience managing enterprise IT systems and services, such as network infrastructure, servers, data centers, or help desk operations.
- Knowledge of IT governance, cybersecurity best practices, and strategic IT planning, particularly within an organizational or educational setting.
- Ability to analyze complex IT issues, manage multiple projects, and align technology solutions with organizational goals and budgets.
- Strong communication and interpersonal skills, with demonstrated ability to collaborate effectively with diverse stakeholders (e.g., faculty, staff, administration, external vendors).
- Knowledge of Windows, Mac, and Linux environments.
- At least five years in a supervisory or leadership role overseeing user support, network or server support.
- Experience developing, managing, and implementing comprehensive enterprise-level IT policies, procedures, initiatives, and training programs, including user awareness and compliance for major IT functions (security, infrastructure, help desk).
- Experience in higher education or public sector IT leadership, particularly in a multi-campus or interconnected system, such as the University of Hawai?i system or similar institutions.
- Certifications such as ITIL, PMP, CISSP, CompTIA Security+, or related credentials.
- Experience with virtualization platforms (e.g., VMware), cloud services, and Virtual Desktop Infrastructure (VDI).
- Experience with budgetary oversight related to hardware/software procurement and system lifecycle management.
- Demonstrated success in leading cross-functional teams through major IT initiatives or digital transformation projects.
- Domain Administration experience in a Windows Active Directory domain containing multiple servers.
- Knowledge of Network protocols and hardware.
- Demonstrated working knowledge of VMware 7 or higher.
- Demonstrated ability to capture knowledge and document it using organized methodologies.
- Familiarity with construction projects.
- Hands-on experience optimizing a Help Desk or User Support Services team and collaborating with administrative services teams to enhance providing technology at the college.
