About Us:

The Virginia Tech Applied Research Corporation (VT-ARC) is seeking a visionary leader to serve as Director of the Engineering, Test, and Evaluation Division (ETED). VT-ARC is a nonprofit research organization affiliated with Virginia Tech, dedicated to delivering innovative solutions to national and global challenges. ETED specializes in advanced wireless communications and sensing technology, RDT&E, spectrum access technology and policy, systems integration, and possesses 5G/xG wireless testbed capabilities. The division works collaboratively across government, industry, and academia to enable critical innovations and advance the science and assurance of communications technologies.

About You:

The Director of ETED will provide strategic leadership and technical expertise to guide the division�s growth and impact. This role involves leading a multidisciplinary team of engineers and analysts, fostering sponsor relationships, and aligning the division�s portfolio with VT-ARC�s corporate strategy. The Director will report to the Vice President of Operations and Development and serve as a key interface between ETED and the executive leadership.

Duties/Responsibilities:

  • Lead the division through strategic vision, collaboration, and corporate acumen.
  • Serve as a thought leader in RF research and development and engineering innovation.
  • Establish practices and policies that promote innovation and workforce development.
  • Develop and execute the division�s portfolio strategy by identifying and capitalizing on strategic opportunities.
  • Cultivate and maintain strong relationships with sponsors and stakeholders.
  • Communicate division performance and sponsor engagement to executive leadership.
  • Supervise program managers to ensure project success across performance, cost, schedule, and security.

Required Education, Certifications, Skills, and Capabilities:

  • Active Secret or higher security clearance.
  • Master�s degree or PhD in electrical engineering or related discipline with demonstrated experience delivering solutions to sponsors.
  • 15+ years of experience in engineering and test campaign management, with emphasis on wireless communications, distributed and networked sensors, RF spectrum management, or systems engineering.
  • Proven leadership of diverse technical teams.
  • Established network of collaborators and sponsors.
  • Experience working with U.S. Government agencies.
  • Strong communication skills with the ability to present technical subjects to executives and articulate corporate topics to staff.
  • Experience in talent acquisition and team building for new initiatives.

Preferred Qualifications

  • Active TS/SCI clearance.
  • Experience working in both government and industry.
  • Knowledge of university systems, research programs and approaches
  • Experience working with national security and/or intelligence systems

    Primary Work Location: Work is to be performed in Arlington, VA with remote work flexibility under Hybrid Work & Telecommuting Policy.

    Special Work Conditions:

    • Occasional travel may be required (less than 10%).
    • Occasional work outside of core business hours.

    Security:

    • Must be a U.S. Citizen.
    • Must be able to obtain and hold a Top-Secret clearance.
