The City of Albany is seeking a dedicated and empathetic Behavioral Health Case Manager to join our collaborative response team, working directly with law enforcement to support community members facing mental health crises, substance use challenges, housing instability, and other complex social needs.

Salary Incentives: The following shall be applied to base salary upon hire as applicable/assigned:
3% incentive for Spanish Intermediate Level
5% incentive for Spanish Advanced Level
3% incentive for Associate's degree
6% incentive for Bachelor's degree or higher
- Excellent medical, vision and dental benefit package for the employee and qualified family members with low monthly out-of-pocket cost. Currently, the employee-paid premium is approximately $56 per month for employee-only coverage up to a max of $140 per month for family coverage.
- City-paid contribution to a VEBA Trust account for out-of-pocket healthcare expenses. Currently, the annual contribution is $1,000 for employee-only and $2,000 for employee plus dependent(s).
- Paid time off:
- 18 hours of vacation leave per month, with progressive increases based on years of service.
- 8 hours of sick leave per month
- Excellent retirement benefits:
- City-paid participation in the Oregon Public Employee Retirement System (OPSRP and IAP)
- City-paid contribution (2.5%) into pre-tax deferred compensation plan

Position Duties
This position is a non-licensed mental health professional who works in close collaboration with local law enforcement to provide in-person and phone-based support to individuals and families experiencing mental health crises, substance use issues, homelessness, or other social service-related emergencies. The position develops and implements targeted community-based services and connects individuals to appropriate services based on their unique needs.
The duties listed are intended only as illustrative examples of the various types of work that may be performed by individuals in this classification. Any of the following duties may be performed. - Works directly and/or indirectly with law enforcement officers to assess and assist community members with actual or reported mental health, substance abuse, houseless, and/or other related quality of life issues. Assess the social and medical service needs of these community members and works to obtain, coordinate, and deliver pertinent resources where necessary.
- Assesses and assists the gap between law enforcement and the social and medical service needs of the community. provide assessment and intervention activities to people in crisis, including evaluating, developing, and coordinating mental health referral services.
- Acts as a liaison between the individual and public safety and health agencies.
- Advocates for client resources and access to a variety of services with a belief that every person has the right to define and pursue their own definition of recovery.
- Serves as a member of the City’s mental health crisis team and coordinates meetings.
- May be asked to provide information to local, county, and state legal or court entities and may be required to testify at court or other legal proceedings.
- Designs, implements, and evaluates the utilization, effectiveness, and performance of mental health intervention programs to ensure the work is consistent with the City’s goals and remains compliant with local ordinances, along with state and federal codes, regulations, and laws.
- Prepares reports and recommendations to support program evaluation and inform the development of new programs, services, initiatives, and community resources.
- Collects and analyzes data to track program outcomes and progress for internal and external reporting purposes.
- Maintains and updates accurate case records and related police reports in accordance with department protocols.
- Ensures all communications and documentation are handled confidentially, adhering to applicable laws, policies, and ethical standards related to client privacy and data security.
- Represents the City of Albany by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. Regards everyone, internal and external, as a customer and deliver the best service possible in a respectful and patient manner.
- Acts ethically and honestly; applies ethical standards of behavior to daily work activities and interactions. Builds confidence in the city through own actions.
- Effectively promotes and supervises a safe work environment. Complies with all safety rules and performs work in a safe manner. Ensures staff maintain a safe working environment in compliance with Federal, State, and City health and safety guidelines and regulations.
- Serves as a member of various City committees as assigned.
- Assists other staff in the performance of their duties as assigned.
- Arrives to work, meetings, and other work-related functions on time and maintains regular job attendance.
- Operates a motor vehicle safely and legally.
- Performs other related duties as required/assigned.
Minimum Qualifications
Works under the general guidance and direction of a Police Captain.
Other Qualifications
Education & Experience
High school diploma or its equivalent,
and
Four years of experience working in crisis intervention or management, or other relevant work, training, or experience;
or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
Preferred Qualifications
- A bachelor’s degree or master’s degree in psychology, social work, counseling or related field.
- Oregon professional licensure in social work (LCSW), counseling (LPC), or family therapy (LMFT)
- Bilingual English/Spanish.
Special Requirements
- Candidates must successfully pass a comprehensive background investigation, which includes a criminal history check and an integrity interview designed to assess moral character and ethical conduct. Any behavior that could compromise the integrity of the application process, coworkers, the Albany Police Department, or the City of Albany will be thoroughly evaluated. Felony convictions and other disqualifying criminal histories will result in disqualification from consideration.
- Must successfully complete psychological examination prior to employment.
- Possession of or ability to obtain Law Enforcement Data Systems (LEDS) certification within 60 days from date of job placement.
- Work variable shifts as required, including evenings or weekends.
- The individual shall not pose a direct threat to the health or safety of themselves or others.
- Possession of or ability to obtain a valid Oregon driver's license and a driving record that meets the City’s driving standards.
