The Texas Department of Transportation (TxDOT) is looking for a Contract Specialist IV to join our Transportation Planning & Development (TP&D) team in Pharr, TX! In this exciting role, you’ll report directly to the Director of TP&D and play a key part in shaping the future of transportation in South Texas. You’ll take the lead on advanced-level contract work, including developing, analyzing, evaluating, reviewing, processing, and monitoring contracts to ensure compliance with state and federal regulations.
In this position, you will oversee and monitor the Professional Engineering Procurement Services (PEPS) budget. Support project development and Construction Engineering & Inspection (CEI) activities. Collaborate frequently with government officials and private-sector partners. Manage your workload independently, with minimal need for supervisory involvement.

Salary Range:
Contract Specialist (B22): $73,200.00 - $93,138/annually
$6,100.00 - $7,761.50/monthly

Performs advanced contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and/or monitoring contracts. Work requires extensive contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties
Develops, writes, revises and/or prepares complex contracts, amendments, procedures, forms, related documents and provisions, financial/statistical graphs and reports.
Executes agreements and contracts.
Meets with project managers to identify objectives, needs and issues concerning project contracts.
Provides technical and administrative support to include reviewing, processing, answers question, provides assistance and handles complaints and resolution of discrepancies and problems regarding contracts, billing, payment and warrant actions.
Researches state and federal statutes and opinions, Department policies and previous contracts.
Reviews, interprets and clarifies statutes, regulations, standard policies and procedures to ensure compliance with Department and governmental regulations.
Sets up expenditure authorizations.
Performs other job responsibilities as assigned.

Minimum Qualifications:
Education: Bachelor's Degree in Business Administration, Finance or related field. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Experience: 4 years in contract administration, administrative support, bookkeeping or accounting. Related graduate level education may be substituted for experience on a year per year basis.
Licenses and Certifications: Valid US driver’s license. This position requires driving a state vehicle.

Physical Requirements and Working Conditions:
