About the Department
This is an essential position within the Environment and Sustainability Department. The position conducts environmental resources and urban forestry and plan review functions, permitting, and supports permitting process improvements through meeting review time goals, the new walk-thru process, and providing exemplary customer service.
The position performs responsible technical work involved with enforcing applicable national, state, and local laws, codes, ordinances, and regulations through reviewing architectural, landscaping, and engineering plans, specifications, and contract documents for new and existing environmental projects and landscaping and forestry projects.
The City’s environmental ordinances address water quality, beach and dune protection, including coastal construction control line compliance, turtle nesting protection, seawall elevation and compliance. The City's tree preservation ordinance includes development plan reviews and ensuring compliance, education, and inspections. The position also ensures compliance with Federal, State, and Local regulations. Field work may also consist of site visits to environmental or urban forestry projects, such as tree planting, and to verify compliance or non-compliance
Position Duties
The following duties are normal for this classification. The omission of a specific statement of duties does not exclude them from the classification if at management’s sole discretion the work is similar, related or a logical assignment for the incumbent.
•Reviews plans for public and private construction projects within the boundaries of the City of Miami Beach and makes recommendations to supervisor as needed to achieve environmental compliance.
•Performs permit and application inspections, refers and reviews potential tree preservation code violations, assigns permit applications, calculates permit fees, conducts plan reviews, specimen tree evaluations and conducts hazardous tree evaluations.
•Conducts technical field inspections of existing and new construction projects to confirm they are in compliance with applicable laws, codes, ordinances, drawings, specifications. Inspects construction sites for proper sediment and erosion controls; evaluates and determines compliance with environmental permits; coordinates response from national, state, and local environmental regulatory agencies as needed.
•Conducts proactive and reactive inspections for sanitary sewer, stormwater, grease, waterway maintenance, beach management, wetland management, water quality and other Environmental Management Division programs.
•Prepares reports, records and correspondence concerning inspections and other relevant items.
•Acts as an environmental inspector for public and private projects.
•Provides education to customers and residents to increase understanding of environmental laws and tree preservation requirements and guidelines.
•Excellent customer service skills are required, both verbally and in writing.
•Participates in preparing for emergencies including hurricanes and responding post- storm.
•Responds to customer concerns and complaints.
•Prepares reports, records and correspondence concerning inspections and other relevant items.
• Performs related work as required.
Minimum Qualifications
REQUIRED:
•Graduation from an accredited college or university with a Bachelor's Degree in the Environmental Sciences, Arboriculture, Forestry, Horticulture, Agronomy or related field is preferred.
•An Associates Degree in a related field and two-years of relevant experience may substitute for a Bachelor’s Degree.
•Experience with an environmental or tree permitting program preferred. Experience in coordinating of Environmental projects and activities and knowledge of environmental regulations, testing and problem resolution with projects and during site inspections
•Possession of a valid driver's license issued by the State of Florida, by the time of employment, for the type of vehicle or equipment operated with an acceptable driving record.
•Flexible hours including occasional weekends and holidays.
•Experience may substitute for education on a year-for-year basis.
DESIRED:
• Additional training, seminars and/or short courses in the environmental or forestry field and licenses or certificates.
Some work-related experience with fertilizers, herbicides, insecticides and fungicides and related safety regulations desired but not required
PHYSICAL REQUIREMENTS
•Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact
• Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to, word processor, calculator, copier, and fax machine
•The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, or walking. The employee occasionally lifts light and heavy objects and distinguishes between shades of color
•The work is typically performed in an office and outdoors. The employee is exposed to noise, dust, dirt, grease, machinery with moving parts, and cold or inclement weather
•Ability to do significant walking, climbing, bending, kneeling, and stooping common during inspections and observations.
•Must be able to obtain a Florida Driver’s License, drive an automobile and perform on-site inspections at locations which may not be accessible to the physically handicapped.
