About the Department

The incumbent is responsible for assessing cleanliness and appearance of: including, but not limited to, all public rights-of-way (ROW) parks, beaches, streets, sidewalks, and alleys, public garages, public restrooms, and public transportation (trolleys). The incumbent reports directly to the  Program Supervisor who reviews work, as needed, for conformity with established administrative and departmental practices and procedures and achievement of performance objectives. May be required to attend a special magistrate should a business/resident appeal a code violation issued as a result of an observation made during an assessor shift.

Position Duties

Conducts field inspections throughout the City of Miami Beach with an electronic hand held device to include, but not limited to the assessment of cleanliness and appearance of the following public areas and amenities:

  • Public Area Rights-of-Way (parks, beaches, streets, sidewalks, and alleys)
  • Public Garages
  • Public Restrooms
  • Public Transportation (Trolley)
Guidelines include:

Public Area Cleanliness Index standards rating the cleanliness of four (4) factors:
  • Litter / Trash
  • Litter / Garbage Cans
  • Organic Materials
  • Fecal Matter
The Appearance Index will provide standards on rating the appearance of 4 factors:
  • Sidewalks
  • Roadways
  • Turf (Grass)
  • Plant Beds
 Mystery Riders will rate the experience of using public transportation, including:
  • Bus/Trolley stop location
  • Cleanliness
  • Availability of Information
  • Amenities
  • Reliability (on-time performance)
  • Cleanliness
  • Safety
  • Customer Service
  • Maintenance
Parking Garage Index will provide standards on rating the appearance of city owned garages:
  • Cleanliness
  • Parking Area
  • Stairwell
  • Pavement
  • Ticket burster/Payment Station
  • Signage
  • Lights
  • Plant Beds
  • Elevators
  • Customer Service
Restroom Index is an important part of maintaining the high quality of the dozens on City-maintained public restrooms:
  • Cleanliness
  • Appearance
  • Odor
  • Trash
  • Sanitation
  • Supplies
Service Shopper program maximizes the quality of the City of Miami Beach customer service. Evaluations are conducted across the City’s various service-oriented departments to gauge the level and quality of customer care.


Minimum Qualifications

  • Valid Driver’s License with acceptable driving record
  • High School or equivalent 
  • Preference will be given to applicants who have taken courses from an accredited college or university in public administration, engineering, transportation, planning, or other related field
  • Preference will be given to Miami Beach residents
  • Shift work will include nights, weekends, and holidays, and is available in four-hour increments 24/7

PHYSICAL REQUIREMENTS:
  • Physical capability to use and operate office related equipment, such as, but not limited to computer terminal and hand held electronic device
  • Significant walking, moving, climbing, carrying, bending, kneeling, reaching, sitting, standing, pushing, and pulling
  • Must be able to drive an automobile and perform on-site inspections at locations which may not be accessible to the physically handicapped

  • Ability to establish and maintain effective working relationships with elected officials, coworkers, the press the general public and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation, gender identity or sexual orientation.
  • Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of all state, county and city ethics and conflicts of interest policies. Strong understanding of ethical behavior is required.
  • Ability to maintain regular and punctual attendance

For all technical, professional, supervisory and managerial positions:
  • Ability to develop innovative and creative solutions to issues consistent with the City's strategic plan.

Veterans Preference: Veterans Preference is awarded in accordance with Florida State Statute 295.07. If veteran's preference is being claimed, it must be indicated on the application form and proper documentation, including all forms DD-214 (either Member 2 or Member 4), as well as the final Department of Defense Disability Letter (dated within one year) must be submitted with the application.
