The Interoperability Engineer plays a critical role in advancing Blue Cross and Blue Shield of Kansas (BCBSKS)’s regulatory compliance and digital health strategy by designing and maintaining modern, secure, and scalable data exchange capabilities. This role directly supports CMS Interoperability and Patient Access mandates by developing standards-based APIs, integrating data pipelines, and automating workflows to enable seamless, real-time access to clinical, claims, member, and provider data.

This position introduces a specialized engineering capability focused on FHIR (Fast Healthcare Interoperability Resources), OAuth 2.0/Security, API lifecycle management, and end-to-end interoperability platform support. It supports BCBSKS's Vision 2030 initiatives by reducing reliance on external vendors, improving audit traceability, accelerating time-to-compliance, and enhancing the member and partner experience.

** This position is eligible to work hybrid (9 or more days a month onsite) in accordance with our Telecommuting Policy. Applicants must reside in Kansas or Missouri or be willing to relocate as a condition of employment.

Compensation

$94,400 - $118,000

IT&S Grade 16

  • Blue Cross and Blue Shield of Kansas offers excellent competitive compensation with the goal of retaining and growing talented team members. The salary range for this role is a good faith estimate, it is estimated based on what a successful candidate might be paid.  All offers presented to candidates are carefully reviewed to ensure fair, equitable pay by offering competitive salaries that align with the individual's skills, education, experience, and training. The range may vary above or below the stated amounts.

What you’ll do

  • Design, build, deploy, and maintain FHIR-compliant APIs to support CMS and ONC regulatory mandates (e.g., Patient Access, Provider Directory, Payer-to-Payer).
  • Develop and automate ETL and data transformation pipelines for real-time and batch ingestion of clinical and administrative datasets.
  • Implement and manage OAuth 2.0/OpenID Connect token-based security frameworks aligned with SMART on FHIR and industry best practices.
  • Script and maintain internal tools for system health checks, performance monitoring, error tracking, and automated alerting.
  • Contribute to the development of CI/CD pipelines and automated testing frameworks to support reliable API releases and versioning.
  • Support high availability and operational resilience of the interoperability platform through proactive monitoring and incident response readiness.
  • Coordinate with internal stakeholders to ensure timely adoption of new CMS interoperability requirements, including testing and certification.
  • Document APIs, data schemas, workflows, and system dependencies to support internal knowledge transfer and external audits.
  • Assist in the automation of app registration, third-party onboarding, and partner integration workflows.
  • Work cross-functionally with Legal, Compliance, QA, Business Analysts, Security, and Data Governance teams to ensure alignment on privacy, consent, and data usage policies.
  • Collaborate with external vendors, application developers, and health data partners to resolve integration issues and support onboarding.
  • Serve as an internal SME on interoperability standards and contribute to strategic roadmap planning.

Knowledge/Skills/Abilities

  • Deep understanding of FHIR R4/R5, HL7, and CMS Interoperability and Patient Access rules.
  • Proficiency in RESTful API development, API gateway management, and authentication frameworks (e.g., SMART on FHIR, OAuth 2.0, OpenID Connect).
  • Experience with cloud-based architectures (e.g., Azure, AWS, or GCP), especially in secure data exchange environments.
  • Strong command of programming/scripting languages (e.g., Python, JavaScript, .Net, Object Script, or Java) and automation tools.
  • Familiarity with monitoring and observability tools (e.g., Prometheus, Grafana, ELK Stack, Datadog).
  • Excellent analytical, debugging, and performance tuning skills in complex, distributed systems.
  • Strong written and verbal communication skills, with the ability to translate technical concepts to non-technical audiences.
  • Knowledge of HIPAA, CMS Blue Button 2.0, and 21st Century Cures Act is preferred.

What you need

  • High school diploma or equivalent required. Bachelor’s degree in Computer Science, Information Systems, Health Informatics, or a related technical field preferred.
  • Minimum 5 years of experience in software engineering, systems integration, or health IT environments required.
  • Direct experience building or supporting FHIR-based systems in a payer or provider organization strongly preferred.
  • Experience in regulated healthcare settings, especially those involving CMS or ONC oversight, preferred.

Physical Requirements

  • Office setting, with possible remote or hybrid work opportunities depending on the department.
  • Must be able to work at a computer for extended period.
  • Participation in after-hours deployments or incident response may occasionally be necessary.
