About the Department
To establish a list of eligible candidates that will be used to fill a full-time, permanent assignment, for the duration of the list, up to one year. The anticipated vacancy is a 12-month, full-time position (8 hours per day) located in the Fiscal Services Department at the District Office in Simi Valley, California.

Summary
Directs, plans, organizes, and controls district-wide accounting operations and activities including the preparation, development, monitoring, review, processing, analysis, maintenance and adjustment of District decentralized budgets, funds and accounts; coordinates all financial operations as well as the establishment of strong internal controls; provides performance disclosure and review with external oversight personnel, audit partners and financial rating entities; coordinates and directs personnel, communications, fiscal record-keeping and reporting functions to meet District accounting needs and assure smooth and efficient fiscal activities; supervises and evaluates the performance of assigned personnel.
Distinguishing Career Features
The Director of Fiscal Services is a management position responsible for integrating all accounting operations, audit, systems and controls governing district-wide business transactions. Advancement to this position is based on the needs of the District and requires that the incumbent demonstrate the ability to plan, evaluate, and initiate operations that meet current and future District needs in each key area.
Position Duties
- Participates in establishing fiscal time lines, and implements annual departmental goals, objectives, and priorities. Directs, trains, and supervises the performance of overall accounting, payroll and attendance accounting work sections, ensuring adequate levels of service to other departments. Assures financial activities comply with established standards, requirements, laws, codes, regulations, policies and procedures.
- Oversee the development and implementation of accounting programs, projects, services, functions, goals, objectives, plans, and strategies, and ensures activities are carried out in a smooth and efficient manner. Plans, organizes, controls and directs the calculation, posting, auditing and adjustment of journal entries. Monitors, evaluates, balances and reconciles categorical and various other accounts, funds and budgets. Assures accurate accounting of funds including income and expenditures; initiates budget and fund transfers and adjustments as appropriate; audits accounts for errors and makes appropriate corrections.
- Manages and participates in the closing of financial records to prepare trial balance financial summary statements. Oversees preparation of accounting entries to close accounts, allocation of accounting adjustments, and consolidation to summaries. Directs and participates in the final year-end financial reporting process and procedures to ensure compliance as required by the Governmental Accounting Standards Board and AB 1200.
- Assures protection of assets by developing, coordinating, and overseeing administration of strong internal accounting policies, controls, and procedures for accounting operations that include but are not limited to revenues and reimbursements, expense budgets, accounts receivable, contracts and accounts payable, payroll, grants and entitlements, attendance accounting and other special funds.
- Forecasts short-range and multi-year cash requirements, as a basis for maintaining adequate funds and to submit projections to various finance rating agencies to ensure adequate disclosure for proposed and outstanding debt obligations.
- Directs and prepares analyses of program and special fund costs and methods of financing, including long-range projections, overhead allocations, and value-added benefits to the District.
- Prepares the Local Control Funding Formula calculation, as needed. Assists in the district-wide coordination of the Local Control Accountability Plan budget and proportionality reporting and compliance.
- Directs, monitors and reports specialized accounting activities to assure accurate district-wide attendance accounting and reporting. Analyzes various average daily attendance and enrollment reports to identify trends, inaccuracies and issues to adjust budget projections.
- Directs the preparation of the annual budget development calendar, management instructions, budget parameters, assumptions and various allocations. Directs the preparation of preliminary and final budget summaries for all District funds upon submission and coordination of all decentralized budget management input. Projects District multi-year revenues and expenditures in compliance with state standards and criteria reporting requirements. Develops systems for, and implements financial controls for decentralized budgets and District funds.
- Directs and prepares periodic reports that compare performance with plans, budgets, and standards. Interprets financial and statistical results. Provides departments and sites with periodic financial management information reports, highlighting variances from plan(s). Collaborates with various administrators in the review, analysis and development of budgets and fiscal priorities. Directs and participates in the review and analysis of the District budget including various departmental, site, categorical and program budgets to assure proper allocations, fund disbursement, fiscal solvency and compliance with legal requirements; evaluates, forecasts, calculates and projects annual income, expenditures and balances to determine budget requirements; compiles and analyzes costs and provides direction concerning budgetary allocations, limits, operating trends and deficits.
- Executes cash disbursements for payment of expenditures of accounts payable, debt, multi-year contracts and payroll in accordance with disbursement and accounting policies.
- Monitors and provides feed-back regarding the operations of various District departments to assure smooth and efficient fiscal and budgetary functions and activities. Provides direct oversight and guidance to the Associated Student Body (ASB) bookkeepers; Food Services, Educational Services, Student Support Services and Bond Program accounting personnel; and related administrative staff and committees to ensure financial reporting and adherence to policies and procedures unique to the student program.
- Directs fixed asset accounting. Maintains up-to-date accounting of fixed asset account balances. Oversees determination of depreciation rates. Monitors inventory levels, receives verification after physical inventories are completed, compares book versus actual inventory, and advises others on variances.
- Maintains current knowledge of laws, codes, rules, regulations and pending legislature related to accounting and budgetary functions; directs the modification of accounting and budgetary processes and procedures to assure compliance with established requirements as necessary; keeps various staff and administrators current concerning department, program, entitlement and other special fund requirements and the implications of potential changes in policies and procedures.
- Provides specialized accounting support of collective bargaining activities; oversees and participates in providing technical assistance and support in projecting and determining fiscal impact of negotiated settlements on the District’s multi-year financial outlook, and prepares alternative scenarios; maintains confidentiality of sensitive and privileged information; prepares various financial reports and analyses for use in collective bargaining activities; oversees the preparation of AB 1200 disclosure documentation for County review prior to Board action. Presents financial and related information at negotiations team meetings, as requested.
- Provides technical information and assistance to the Assistant Superintendent of Business & Facilities, as well as other administrator. Communicates with administrators, personnel and various outside agencies to exchange information, coordinate activities and resolve issues and concerns regarding Department operations and District accounting and budgetary functions and needs; assist in the formulation, development and implementation of fiscal policies and procedures. In the absence of the Assistant Superintendent, may provide direction and technical guidance to District personnel and administrators as designated.
