Summary: Overall responsibility for the Bank’s compliance department, staff and program to ensure all relevant laws, regulations and supervisory guidance are followed. Responsible for research, implementation, monitoring and management of banking regulations, laws, policies and procedures. Supervision of loan compliance and deposit compliance departments.
Essential Duties and Responsibilities include the following: (Other duties may be assigned)
- Oversee the day-to-day responsibilities of the Compliance Department and staff to ensure objectives are met in a timely manner.
- Maintain knowledge base for banking regulations, pertinent laws and supervisory guidance. Inform management, clients and interested parties of new and modified compliance requirements.
- Work with other groups, and independently, to train/convey knowledge base to other employees on how tasks are performed to comply regulations. Develop, and/or assist in developing, a training schedule to ensure staff are trained to perform their job function in a manner that complies with applicable bank regulations
- Reviews and assists with updates to policies, procedures and disclosures to adhere with applicable laws and regulations. Assists in the development of compliance-related policies and procedures.
- Act as a consultant, subject matter expert, with other groups to help make decisions that maintain the bank’s compliance with regulatory requirements.
- Assists in creating and maintaining company standards related to higher risk products, services, and practices. Ensures documentation and training materials are current to minimize risks within the bank’s risk appetite.
- Performs key compliance reviews and risk assessments on an ongoing basis and on new programs and initiatives.
- Performs ongoing evaluation of third parties requiring enhanced oversight.
- Participates in onsite due diligence reviews of key third party service providers as needed.
- Reviews marketing materials for adherence to regulatory requirements and bank standards, providing guidance and advice to bring the materials into compliance.
- Develops and oversees a monitoring and testing schedule to ensure that activities are being completed in accordance with policies and regulations. Works with management to identify corrective action steps, assist in implementing and follows up to ensure implementation.
- Prepares and presents compliance reports and executive summaries of compliance activities including concerns, issue trends and patterns, etc. and discuss recommendations for initiating additional controls and audits to management and Audit/Compliance committee members as needed.
- Conducts annual training for board of directors, for areas such as Reg. O, Fair Lending, etc. as required and/or needed.
- Acts as a subject matter expert, advising the team and clients on day-to-day, elevated and complex compliance issues, rules, and regulations. Partner with bank personnel to develop solutions and recommendation to meet compliance needs.
- Assists in the management of compliance-related audits and examinations. Gathers relevant documentation as requested, meet with auditors to respond to questions, prepare audit responses as needed, and implement actions recommended by auditors and examiners.
- Work closely with BSA and Bank management and department managers to ensure compliance.
- Work closely with outside auditors, regulators and internal audit to ensure compliance.
- Determines work procedures, prepares work schedules, and expedites workflow.
- Works closely with CRA Officer.
- Assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.
- Studies and standardizes procedures to improve efficiency of subordinates within the department.
- Maintains harmony among co-workers, all departments and resolves grievances.
- Performs or assists subordinates in performing duties, ensures subordinates are trained and knowledgeable to complete all just duties
- Perform backup duties of subordinates when no other backup is available.
- Coordinate with subordinates to ensure all goals are met.
- Promotes and cross-sells other establishment products and services as appropriate to customer requirements.
Qualifications
Supervisory Responsibilities
This job requires the supervisor of the staff in the department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Education and/or Experience
Successful applicant must have at least 10 years banking or directly related experience. A bachelor’s degree in business, finance and/or accounting would be preferred, plus 3-5 years management experience and/or experience dealing with people.
Ability
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Skills
Ability to read, analyze, and interpret technical procedures and/or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from other employees, customers and the general public. Ability to calculate basic math figures and amounts. Ability to apply concepts of basic algebra and geometry. To perform this job successfully, an individual should have knowledge of Microsoft Internet Explorer and Microsoft Office software.
Physical Demands
This position may require long periods of standing or sitting and may include long periods of typing and repetitive motion. Candidates must possess the ability to lift and carry cash drawers, coin bags, and boxes sometimes weighing as much as 25 pounds. The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The environment would be consistent with a typical business office with moderate noise, services open to the public and the ability to work in a confined area typically indoors.
