About the Department

The incumbent performs administrative and professional work in directing and managing the overall maintenance operations of the City's Parks Division involving parks, City facilities, roadways, medians, right-of-ways, cemeteries and other public grounds maintenance operations. Work is guided by City rules and regulations and park maintenance principles. Supervision is exercised over maintenance supervisors and crew leaders.

Position Duties

  • Administers and prepares annual budget for the Parks Division and monitors budget expenditures and Parks Capital Improvement Program.
  • Supervises and participates in the development and implementation of goals, objectives, polices, and priorities for the Parks Division; identifies resource needs; recommends and implements policies and procedures.
  • Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; and maintains records on employees.
  • Supervises and manages subordinate personnel.
  • Plans, supervises, and reviews the work plan for the Parks Division; meets with staff to identify and resolve problems; assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods, and procedures.
  • Performs public relations duties and serves as technical advisor to citizens, boards, and other City departments and organizations.
  • Investigates and responds to inquiries and complaints relating to citizen use of parks/public sites and facilities.
  • Directs the research, analysis and preparation of special reports, studies and surveys.
  • Responsible for the annual Tree City application including compiling data and proof of compliance.
  • Manages sales of cemetery plots, issues Cemetery Deeds, and coordinates activities with funeral homes.
  • Purchases required fertilizer, pesticides, chemicals, supplies, and equipment necessary for parks maintenance.
  • Directs and assists in the design, layout and installation of parks, playgrounds, and landscaping; reviews request for proposals and bidding contracts; oversees and monitor construction; ensures compliance with grant requirements and appropriate contract and laws.
  • Provides input on grant submittals, proposals, and applications.
  • Stays updated on new trends and innovations in the field of park maintenance, ground maintenance, turf management, facility maintenance, equipment, and national playground safety inspector standards/benchmarks.
  • Maintains safety inspections and exercise administrative oversight of division equipment and repairs to ensure security, safety, inventory controls, and those parks are maintained in a sanitary and attractive condition.
  • Assists with CAPRA standards, documents, EOC’s, ensuring standards are followed, compiles required data, and other assignments to assist with re-accreditation.
  • Assists with special events and works as a team with the Recreation and Golf Divisions.
  • Performs other assigned duties as assigned.

Minimum Qualifications

  • High School Diploma or GED and 9 years of progressively responsible parks management/supervisor experience; or 
  • Associate’s Degree and 7 years of progressively responsible parks management/supervisor experience; or 
  • Bachelor’s Degree and five (5) years of progressively responsible parks management/supervisory experience. 
  • Experience must have been with a public park agency.
  • Must have proficiency with computer applications including Microsoft Suite; Outlook, Word, Excel, and Adobe.
  • May be designated as Assigned Personnel and be required to work during a declared emergency.
Licenses, Certifications or Registrations: 
  • Must possess or obtain within three (3) months of hire any necessary FEMA training as required by the department director. 
  • Must possess and maintain a valid Florida driver’s license. Applicants who possess a valid out of state driver’s license must obtain the Florida Driver’s license within 10 days of employment.

Other Qualifications

  • Knowledge of objectives and principles of public park maintenance.
  • Knowledge of management and budgeting principles and practices.
  • Knowledge of Integrated Pest Management techniques; chemicals, fertilizers and pesticides and their application, personal protective equipment, and Safety Data Sheets.
  • Knowledge of facilities, equipment and supplies supporting a parks maintenance function.
  • Knowledge of new playground equipment and repairs, and various types of surfacing.
  • Knowledge of irrigation systems, wells including installation and repairs.
  • Knowledge of turf management, ballfield maintenance, arboriculture, horticulture and landscape principles and practices.
  • Knowledge of contract administration and contract provisions related to assigned activities.
  • Knowledge of cemetery principles and practices.
  • Knowledge of federal, state, and local laws, codes, and regulations.
  • Knowledge of public relations methods.
  • Knowledge of emergency management and weather-related event planning, preparation and recovery methods.
  • Ability to provide administrative and professional leadership and direction for the Parks Division.
  • Ability to plan and direct the work activities of parks maintenance and to recommend and implement goals, objectives, and procedures for providing effective and efficient parks services.
  • Ability to read, interpret, and apply a wide variety of technical information from manuals, drawings, specifications, layouts, blueprints, and schematics.
  • Ability to inspect, monitor and administer park projects.
  • Ability to establish, maintain and foster positive and harmonious working relationships with those contacted in the course of work.
  • Ability to prepare operations and maintenance cost estimates and project estimates.
  • Ability to research, analyze and evaluate new service delivery methods, procedures and techniques.
  • Ability to express oneself clearly, both orally and in writing.
  • Ability to handle conflicting requests for service in a diplomatic manner.
  • Ability to establish and maintain effective working relationships with supervisors, subordinates, and the public.
PHYSICAL DEMANDS:
  • Ability to sit, standbend, stoop, crawl, kneel, and walk.
  • Ability to travel to different sites and locations.
  • Ability to grasp objects.
  • Ability to see, read, write, and speak conversation and symbols in English.
  • Ability to hear and comprehend conversation spoken at various tones of   voice and various speeds in English.

  • Ability to push, pull and hold items up to 10 lbs. for time periods not to exceed 10 minutes.
  • Ability to work regularly scheduled hours.
  • Availability to work at various hours of the day and night to attend departmental projects, special events, meetings, and handle occasional problems.
  • Ability to work in a variety of undesirable weather conditions, working conditions such as noise and fumes, and in confined spaces, heights, and depths.
