VISTA Technology Services, Inc. (VISTA) is currently seeking an Acquisition Program Management Analyst to support our NAVSEA customer. This is a hybrid position reporting onsite 3 days a week in Washington, DC.
Responsibilities:
The Acquisition Program Management Analyst will support complex unmanned maritime systems from concept to completion. They will assist with pre-award and post-award activities including internal and external data calls for contract status, program and financial reviews, program reports, audits, and request for information. They will work with key stakeholders to develop and track integrated master schedules (IMS), review contracts, and project costs. Additional responsibilities include:
- Developing and maintaining acquisition and program-related documentation and artifacts, including Justification and Approvals (J&As), Request for Proposal (RFP) packages, Statements of Work (SOW), Technical Instructions (TIs), Technical Advisory Reports (TARs), and purchase and contract modifications
- Assisting with contract actions and milestones, deliverables, CDRLs, TIs, and DD 254s. Provide general support for program reviews and meetings, monitor contract financial allocations, obligations, and expenditures
- Assisting with planning and managing resources and schedules using Microsoft Project
- Interacting regularly with senior program managers, CORs, SMEs, and stakeholders across multiple programs
- Executing funding, updating budget slides, attending budget meetings, and meeting with sponsors to determine funding origin and allocation
- Drafting pre and post award documentation for RFP packages, developing briefs on status of programs, and analyzing contracting and financial metrics
- Preparing burn down reports, ad-hoc reports, and performance metrics/Key Performance Indicators (KPIs)

Additional Qualifications/Responsibilities
- Bachelor's degree in a business related field
- 4+ years of experience in acquisition contract execution/management supporting a Navy and/or DoD acquisition program
- Recent experience directly supporting acquisition with large projects delivering physical products to a fleet (ships, submarines, unmanned systems, aircraft, amphibious vehicles, etc.) OR experience supporting an Assistant Program Manager (APM) within a NAVSEA, NAVAIR, NAVWAR or similar Program Management Office (PMO)
- Experience supporting Acquisition Category (ACAT) I programs
- Experience working as or with the Contracting Officer's Representative (COR)
- Experience drafting pre-award acquisition documents and post-award contract management documents, including Acquisition Plans, Acquisition Strategies, Statements of Work, RFP packages, contract modifications, or technical instructions
- Experience with Other Transaction Authority (OTAs)
- Experience navigating and using the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations System (DFARS), with an understanding of the Integrated Product Support (IPS) pillars of federal acquisition processes
- Experience with Contractor Performance Assessment Reporting System (CPARS)
- Proficient with Microsoft Office 365 applications and tools including MS Project and Excel
- Ability to operate independently within a team environment
- Ability to demonstrate strong attention to detail
- Possession of strong analytical, problem-solving, research, and organizational skills
- Possession of strong verbal and written communication skills
- Active DoD Secret clearance
- Experience developing and maintaining multiple programmatic schedules/Integrated Master Schedules (IMS)
- Experience with the Defense Acquisition System (DAS) process and Adaptive Acquisition Framework (AAF) Pathways
- DoD DAWIA, CFCM, or other Industry certification
- PMP Certification
