About the Role

The Town of Mooresville is seeking a detail-oriented and motivated Purchasing Specialist I to join our Finance Department. This position plays a key role in supporting the Town’s purchasing and vendor management functions by coordinating procurement activities, processing requisitions, and ensuring compliance with state and local purchasing regulations.

The ideal candidate has strong administrative and analytical skills, purchasing experience in a government or business setting, and enjoys working collaboratively with departments and vendors to maintain accuracy and efficiency in all purchasing processes.

Minimum Qualifications

  • Review and process departmental requisitions to generate and distribute purchase orders.

  • Verify contract status and ensure compliance with Town policies, purchasing laws, and state guidelines.

  • Train employees on purchasing procedures and the purchasing card (P-Card) program.

  • Process internal fuel and purchasing card applications; issue new cards and troubleshoot issues as needed.

  • Maintain vendor records by reviewing registration documents and creating or updating vendor information in the Town’s financial system (Munis).

  • Create vendor contracts and assist departments with obtaining necessary documentation for contract approval.

  • Oversee and monitor surplus property sales and ensure compliance with state disposal regulations.

  • Provide customer service and technical assistance to departments and vendors regarding purchasing procedures.

  • Support the Purchasing Specialist II and Purchasing & Collections Manager; perform departmental functions as needed in their absence.

Other Qualifications

  • Associate degree in Accounting, Business, or a related field and three to five years of purchasing or related experience; or an equivalent combination of education and experience.

  • Knowledge of governmental purchasing procedures, accounting principles, and applicable state laws.

  • Proficiency in Microsoft Office and experience with financial management systems (Munis preferred).

  • Strong organizational and analytical skills with attention to detail.

  • Ability to communicate effectively and work collaboratively across departments.
