About The role 

As Head of NPCAP, you will lead the development, delivery, and support of national digital services managed by WAPHA. You will build strong partnerships with PHNs, the Department of Health, Disability and Aging (DHDA), and other stakeholders, while overseeing vendor relationships, governance frameworks, and business support capabilities.

You will represent WAPHA in national forums, drive strategic planning, and ensure the seamless operation of digital platforms that support primary care across Australia.

Lead a high-performing, cross-functional team delivering cutting-edge data, analytics, and reporting platforms that empower Primary Health Networks, government agencies, and healthcare providers across Australia.

🔹 Location: WAPHA Head Office, Level 2, 1 Hood Street, Subiaco (Hybrid Role)

🔹Employment Type: Full-time Maximum term contract for 2 years

🔹Salary: Band 7 $200k Onwards Plus 12% Superannuation 

Key tasks and responsibilities:

  • Lead the development and ongoing support of national digital health services across technical and business domains
  • Build WAPHA’s internal capability to manage and deliver national platforms effectively
  • Oversee strategic planning and execution for the National Primary Care Applications & Platforms portfolio
  • Represent WAPHA in national forums, negotiations, and industry events
  • Build and maintain strong partnerships with PHNs, Commonwealth agencies, and other stakeholders
  • Source and manage vendors to ensure high-quality development, support, and customer service
  • Ensure robust legal, financial, and governance frameworks for all national digital services
  • Drive stakeholder engagement through Communities of Practice and user forums
  • Manage budgets and funding agreements, ensuring financial compliance and reporting accuracy
  • Lead the NPCAP team to deliver against service milestones and performance targets
  • Oversee customer support functions to ensure high satisfaction and usability of digital platforms
  • Monitor and report on service performance, including KPIs and audit outcomes
  • Ensure compliance with information security standards such as ISO27001 and NIST
  • Promote security awareness and lead incident response planning for national platforms
  • Identify opportunities to expand or enhance national digital services in alignment with strategic goals

About you

To be considered for this role, candidates must meet the following selection criteria:

Essential experience and education 

  • Tertiary qualifications in a relevant field such as digital health, IT, business, or public sector leadership
  • Proven ability to lead strategic planning and articulate a clear vision and roadmap for national digital services
  • Strong stakeholder engagement skills, with a track record of influencing and aligning diverse groups toward shared goals
  • Demonstrated expertise in contract negotiation and vendor management
  • Experience managing complex programs or projects, including scope, budgets, timelines, and resources
  • Solid understanding of cloud technologies and modern analytics platforms
  • Ability to translate complex technical concepts into clear, accessible language for non-technical audiences
  • Successful leadership experience in delivering innovative digital solutions within a complex organisational environment
