About the Department
Skilled technical position that involves analyzing, summarizing, and generating organized computer data to assist Internet Crimes Against Children (ICAC) and child exploitation investigations. Requires the ability to think analytically, multi-task and be self-motivated. This position can be exposed to sensitive materials and media that may be potentially disturbing.
Position Duties

Duties:
A. Abide by the “Law Enforcement Code of Ethics.”
B. Thoroughly know, understand, and comply with Agency procedures, rules, and regulations
C. Ability to work with media depicting the sadistic and violent sexual abuse of infants, toddlers, prepubescent, and older children.
D. Develop and maintain the contacts with Internet service providers (ISP) and cellular providers to facilitate the timely compliance of subpoenas and court orders related to active criminal cases.
E. Maintain records from undercover personas and assist in identifying and obtaining additional personas.
F. Utilize the ICAC Data System to retrieve and analyze Cyber Tips assigned to Marion County.
G. Maintain an active database of assigned CyberTips and their status, triage tips by priority of action.
H. Generate incident reports based on various reports of a child exploitative nature.
I. Conduct follow-ups to active child exploitation investigations.
J. Generate subpoenas.
K. Communicate with various jurisdictions to deconflict and continue ongoing child exploitation investigations.
L. Document activities during large-scale operations (i.e. maintain number of arrests and demographic and case information associated with arrests and active leads during undercover chat operations).
M. Maintain equipment used in undercover operations.
N. Maintain and submit statistics to the ICAC Task Force.
O. Research and compile information on possible persons of interest and their background using open source or law enforcement databases.
P. Assist in the service of search warrants in the collection of potential evidence.
Q. Assist in the review of data from phones and computers to reduce backlog of active criminal cases with a digital forensic component.
R. May be requested or subpoenaed to testify in criminal, civil, and administrative proceedings.
S. Attend meetings and training for the North Florida ICAC Task Force (NFICAC).
T. Attend case or staff meetings to exchange information; attend in-service training and technical or professional classes, seminars, or conferences to improve technical or professional skills.
U. Performs administrative functions such as compiling spreadsheets, creating case files, etc.
V. Performs routine office tasks, such as typing, filing, faxing, phoning, and copying.
W. Overtime work may be required due to the time sensitive nature of the work performed.
X. Provide guidance and education to agency divisions or the public on topics, issues, or best practices in areas of ICAC or Child Exploitation.
Y. Maintain cooperation and friendly working relations between the ICAC unit and other government agencies, as well as the other divisions within our agency.
Z. Ability to work with and maintain sensitive, confidential, or restricted information.
AA. Research possible funding opportunities such as grants for ICAC operations, equipment, or task force related needs.
BB. Perform other related duties, as assigned, including modified schedule or temporary re-assignment during declared emergency or activations, as determined by the Sheriff.
Minimum Qualifications
JOB PREREQUISITES:
ICAC Specialist I:
A. High School Diploma or GED
B. Must be able to become NCIC/FCIC certified within six (6) months of employment.
C. Ability to work independently in carrying out assignments to completion.
D. Knowledge of Microsoft Office suite, especially Excel and Access.
E. Attend training by the ICAC Task Force on triage and analysis of CyberTips.
F. Ability to present ideas clearly and concisely, both verbally and in writing.
G. Ability to establish and maintain effective working relationships with co-workers and interagency personnel.
H. Ability to handle highly sensitive information without compromising confidentiality.
Other Qualifications
PHYSICAL AND DEXTERITY REQUIREMENTS: ADA
Ability to stand for extended periods of time. See and hear at normal range. Requires the ability to sit at a desk and view a display screen for extended periods of time, the ability to lift, carry, push, or pull items up to (20) pounds, routine keyboarding operations. Speak, read, write, and understand English fluently. Bend and squat. Manual dexterity.
WORKING CONDITIONS:
Indoor and outdoor environment, and employee may work extended and/or irregular hours. Position may occasionally travel to other locations within and outside County areas. Position will come in contact with very sensitive material. Position may experience cross examination in court and other criminal hearings.
Environmental hazards: The job requires inside and outside work; ability to tolerate inclement weather. Possible exposure to hazardous materials and conditions and or exposure to office related dust, fumes, and odors.
