About the Department
The Department of Human Services is seeking a Self Sufficiency Specialist.
The Self-Sufficiency Specialist is responsible for assisting individuals and families in achieving economic stability and long-term self-sufficiency. This position provides case management, coaching, and support services to clients receiving public assistance, including child care, employment, and training programs. The specialist works closely with clients to identify barriers, develop individualized service plans, and connect them with resources that promote independence and self-reliance.
High school diploma or GED and some experience in working with the public and professional coaching or interviewing helpful; the ability to use various types of computer software and hardware.
Position Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties to provide direct or indirect service to the citizens may be assigned.
- Conduct comprehensive assessments to determine clients’ strengths, needs, and barriers to self-sufficiency.
- Develop and implement individualized self-sufficiency plans that outline goals, timelines, and action steps.
- Analyzes information received, performs job development, job placement, work site development and placement.
- Provide ongoing case management, including regular contact with clients to monitor progress and adjust plans as needed.
- Assist clients in accessing employment, education, training including vocational, transportation, housing, and child care resources.
- Coordinate with internal departments and community partners to ensure clients receive appropriate services and referrals.
- Identify and build relationships with organizations in the community to ensure clients receive comprehensive support.
- Maintain accurate and timely documentation of case notes, eligibility information, and progress reports in agency databases.
- Educate clients on available benefits, budgeting, and life skills to support sustainable independence.
- Track and report program outcomes, including employment placement, retention, and self-sufficiency metrics.
- Participate in team meetings, staff training, and community outreach activities.
- Perform other duties as assigned to support the mission of the agency.
- Participates in City Emergency Plan.
SUPERVISORY RESPONSIBILITIES
May, on occasion, exercise supervision over subordinate clerical staff.

EDUCATION AND EXPERIENCE
High school diploma or GED and some experience in working with the public and professional counseling or interviewing helpful; the ability to use various types of computer software and hardware.
Other Qualifications
Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment.
May also be required to complete higher levels of NIMS training as determined appropriate for the position.
Must have a valid Virginia driver’s license and an acceptable driving record according to the City’s criteria
