Position Summary: At the Prosper Centers, our mission is to provide expertise, support, and resources that expand access and opportunity for all to thrive. Through our Health Coverage Program, we help community members enroll in affordable health insurance via the federal Marketplace—improving access to preventive care, protecting against medical debt, and supporting overall well-being. The Health Coverage Senior Program Manager is responsible for leading outreach, education, and enrollment efforts to connect individuals and families—especially those from underserved or vulnerable communities—with appropriate health coverage options, including ACA marketplace plans, Medicaid, and CHIP. The Manager leads the development of partnerships with community organizations, oversees staff, and ensures compliance with regulatory requirements.
Program Management Duties
- Lead program strategic planning
- Lead engagement and cross-functional collaboration with internal departments, such as Volunteer Engagement, Data, Operations, Outreach and Human Resources
- Collaborating with internal departments, lead the preparation and implementation of Open Enrollment operations - 90% of Marketplace enrollments happen during OE
- Lead community outreach, coalition building, and partnership development related to health equity and access
- Serve as a main contributor for funder applications and reporting
- Manage program budget and ensure effective resource allocation
- Monitor and report on program outcomes for both internal and external stakeholders
- Create and implement program updates if program or funder goals are not on track to be met
- Maintain relevant certification for the role (including Certified Application Counselor certification through CMS, and Community Partner Program certification through TXHHS), while proactively expanding knowledge and expertise
- Stay up to date on federal and state health coverage guidelines and eligibility criteria
- With the Prosper Data Team, ensure tools are set up to maintain accurate and confidential records in accordance with HIPAA, funder reporting requirements, and program guidelines
- Serve as backup for site management and client support, including on evenings and weekends.

Supervisory Duties
- Supervise, train and support program staff, ensuring that staff members provide a high level of expertise and customer service to both clients and partners
- Monitor performance and provide guidance to ensure high-quality service delivery
- Oversee the training of seasonal staff and volunteers involved in enrollment assistance
- Serve as a technical resource on ACA issues for staff and volunteers
- Ahead of and during Open Enrollment season, lead training and management of seasonal staff and volunteers
Minimum Requirements
- Minimum of 3 years’ experience in non-profit, social services, public health, community health or related settings
- Minimum of 2 years’ experience managing and evaluating a program
- Experience managing projects throughout all phases of the project management life cycle
- Direct experience with ACA marketplace enrollment, Medicaid, or CHIP eligibility and applications
- Strong leadership and supervisory skills to support staff development and foster a supportive, inclusive and high-performance team culture
- Demonstrated commitment to diversity, equity, and inclusion
- Ability to manage multiple priorities and deadlines while being flexible; learn quickly; and problem-solve
- Excellent interpersonal and communication skills
- Proficient with technology and knowledge of computer operations and software
Preferred skills
- Bachelor’s degree in health policy, nonprofit management or related field
- Familiarity with performance measurement tools and outcome tracking
- Knowledge of change management practices in nonprofit or community-based settings
- Familiarity with federal and state health policies and health equity initiatives
- Experience with grant writing, reporting, and funder relations
- Knowledge of HIPAA regulations, client data security, and compliance practices
Working Conditions
General office environment. Work is generally sedentary in nature but may require standing and walking for up to 10% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and there are no hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available.
Physical Requirements
General office-based demands including remaining in the seated position with occasional standing and walking.
