The Grants Manager performs work of considerable difficulty in serving as a Grants Manager in the Administrative Services Division. Collaborates with the State’s Attorney and office leadership in the strategic planning, research, development, and coordination of grant-funded programs. Works with program leadership in drafting grant applications and renewals; responsible for development of grant application budgets. Prepares grant spreadsheets, generates costing reports, and prepares and files required monthly and quarterly financial reports. Works with grant-funded staff and their supervisors to ensure grant requirements are met, and acts as a liaison with the grant agencies. Maintains master files on grants and monitors expenditures and receipts. Responsible for Accounts Receivable, General Ledger monitoring – reports, spreadsheets. Assists the Chief Deputy of Administrative Services and the executive staff with administrative responsibilities. Collaborates with the Director of Community and Government Relations. Assists the State’s Attorney, First Assistant, Chief Deputy, Division Chiefs, and executive staff with projects and assignments related to areas of responsibility. Discretion, independent judgment, and professional skills are exercised in interactions with the judiciary, law enforcement, and County officials. Serves as a confidential employee and carries out the policy of the State’s Attorney.
Position Duties

- Strategize and collaborate with the Director of Community and Government Relations on SAO grant and ARPA-funded SAO projects and initiatives
- Support the SAO DOJ Justice and Mental Health Collaboration program grant, serving as the Wellness Center Program Coordinator.
- Acts as liaison with grant agencies
- Collaborate with office leadership in the preparation and submission of grant applications and renewals
- Prepare grant budgets, periodic financial reports, monitor requirements, and maintain master files
- Coordinate the collection of grant data and performance measures information from grant personnel
- Prepare, review, and submit grant monthly and quarterly data and fiscal reports
- Prepare for grant audits and site visits
- Create and maintain spreadsheets tracking grant expenditures and receipts
- Provide grant expenditure and revenue reports for budget submittal
- Examine records to ensure proper recording of transactions and compliance with applicable regulations.
- Monitor General Ledgers and produce spreadsheet reports
- Assist the Chief Deputy of Administrative Services with research and estimates for budget submittal
- Accounts Receivable; deposit revenue, track grant receipts, special funds
- Create annual report of revenue received; grants, fees, fines and forfeitures
- Prepare and submit Single Audit report
- Support State’s Attorney, First Assistant, and Chief Deputy of Administrative Services
- Assists the department head with projects related to assigned area of responsibilities.
- Prepare and submit Resolutions to County Board as agenda items

- While performing the duties of this job, the employee is required to use a computer. Good knowledge of PC operations and software is required. Extensive knowledge of MS Office software with emphasis on Excel. Good typing skills are also required.
- Considerable knowledge of the federal and state grant application and reporting process.
- Ability to write complex grant applications, quarterly and annual reports, including program narrative, statistics, and budget information.
- Good knowledge of principles, practices, and procedures of public budgeting and accounting.
- Considerable knowledge of court systems, legal documents, and terminology.
- Good knowledge of principles, practices, and procedures of public or business administration.
- Ability to effectively prioritize workload and perform multiple tasks simultaneously
