The Role
We are seeking a dynamic professional to lead the design, automation, integration and optimisation of Yarra Valley Water’s billing systems and related product development. This role is responsible for overseeing IT operations to ensure the efficient and reliable delivery of technology solutions within the Customer Technology team. You will also manage the full DevOps lifecycle, acting as a key link between development and operations to drive continuous improvement and collaboration.
A strong focus is placed on Oracle technologies, with all development and operational responsibilities kept in-house. The role involves monitoring batch processes, managing incidents and implementing code fixes where required - making development skills critical.

Your key responsibilities
- Design, develop, integrate and customise Oracle CC&B components and interfaces to meet evolving business needs.
- Manage release coordination, deployments, and maintain critical billing batches, ensuring accurate metering setups and timely billing cycles.
- Oversee incident, defect, and enhancement management through YVW’s IT Service Management framework, including root cause analysis and problem resolution.
- Implement and maintain DevOps pipelines, CI/CD, source control best practices, and infrastructure as code (IaC) for automated build, test, deployment, and environment management.
- Monitor application performance, availability, security, compliance, and manage production/non-production environments including patching and data refreshes.
- Collaborate with business stakeholders, QA, and third-party vendors to translate requirements, ensure quality assurance, support integrations, and maintain technical documentation.
- Mentor and promote knowledge sharing, cross-skilling, and collaboration within development and operations teams while continuously evaluating tools and processes to improve system reliability and delivery speed.
What we’re looking for
- Graduate Certificate or higher in an IT development related discipline – Mandatory
- Certified Oracle Utilities Customer Cloud Service Implementation Specialist
- Certified Oracle Utilities Customer Care and Billing Implementation Specialist
- Extensive experience in configuring, designing and developing Oracle billing applications
- Hands-on experience in designing, programming, and working with JavaScript
- Proven background in technical or application support and maintenance within complex, highly integrated enterprise environments involving diverse technologies
- Skilled in CI/CD pipelines, including building and managing continuous integration and deployment processes using tools such as Jenkins, GitLab, or similar
- Strong stakeholder engagement skills with a proven ability to manage and engage stakeholders effectively
- Experience with agile methodologies in operations or delivery – highly regarded
