Senior Civil Engineer
Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.
This recruitment will establish an Open eligible list that will be used to fill current and future Senior Civil Engineer positions. The eligible list established may also be used to fill position in similar and/or lower classifications throughout the County of Orange.

OC WASTE & RECYCLING
OC Waste & Recycling (OCWR) is an organization dedicated to providing waste management services, protecting the environment, and promoting recycling in order to ensure a safe and healthy community for current and future generations. OCWR is a nationally renowned waste management department responsible for a network of sanitary landfills and operates three active regional landfills (North, Central, South), four household hazardous waste collection centers, monitors 20 closed landfills, and administers municipal solid waste collection, recycling, and planning for County unincorporated areas. The Department is committed to its exceptional record of regulatory compliance and excellence. OCWR partners with the Orange County-based Discovery Cube to sponsor the Eco-Challenge educational exhibit that teaches thousands of students each year to reduce, recycle, and reuse in their daily life.
THE OPPORTUNITY
OC Waste & Recycling is seeking an experienced Senior Civil Engineer. This position is primarily responsible for providing technical support to all regions regarding planning and renewable energy program development. The selected candidate will supervise a team of engineering professionals stationed at headquarters located in Santa Ana. Job duties include but are not limited to:
Lead the research, development, and implementation of new and/or existing conversion technology and renewable energy facilities.
- Lead the development of the Department’s first Integrated Master Plan (IMP).
- Create and present data reports regarding renewable energy generation and revenue.
- Administer third-party contracts and landfill operating permits.
- Provide technical support and problem-solving to internal stakeholders and external consultants regarding landfill gas (LFG) collections systems, Smart Landfill Program (SLP), Facility Atlas (FA) program, and other projects.
- Act as the lead engineer to oversee the development of all five major landfills LFG collection and destruction facility master plans.
- Provide support with grant applications related to LFG facilities.
- Facilitate best practices across all departmental landfill regions.
- Provide support to ensure land fill regulatory compliance.
- Prepare various engineering calculations.
- Give presentations to a variety of audiences and attend conferences both locally and Statewide.
DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
The ideal candidate will have four (4) years of post-registration civil engineering experience including one (1) year of experience leading or supervising professional or technical staff performing civil engineering work. Two (2) years of waste management engineering experience is preferred but not required. In addition to the minimum qualifications, the ideal candidates will demonstrate the knowledge or experience in the core competencies as described below:
TECHNICAL KNOWLEDGE | EXPERTISE
- Good working knowledge of AutoCAD applications.
- Knowledge of field survey; design of interim access roads and drainage controls; operation, monitoring and maintenance of landfill gas and groundwater collection/control systems; and other projects related to landfill management.
- Knowledge of design plan format, organization and content
- Knowledge in infrastructure planning, design, construction, or maintenance activities
- Knowledge of land development improvement plans
PROBLEM SOLVING | ANALYTICAL SKILLS
- Analyze problems related to environmental regulation compliance and recommend reasonable solutions to such problems.
- Experience mapping processes and preparing procedures.
ORAL/WRITTEN COMMUNICATION SKILLS
- Excellent communication, presentation, and technical writing skills.
LEADERSHIP
- Experience supervising an engineering team.
- Ability to use creativity and innovation in achieving business objectives.
- Build effective working relationships inside and outside the organization.

REQUIRED LICENSES
Possession of a valid Certificate of Registration as a Civil Engineer issued by the California State Board of Registration for Civil and Professional Engineers.
Possession of a California Class C Driver License is required.
