Some Typical Duties & Responsibilities Include:
• Present training in a variety of setting; monitor and promote trainee achievement of objectives.
• Conduct trainee evaluation and remediation.
• Maintain accurate records and files in support of training (i.e., rosters, examinations, transmittals).
• Perform evaluation of training effectiveness by conducting end-of-course evaluations and compiling exam results data.
• Provide training status updates to management.
• Conduct needs, job and task analyses on assigned training projects.
• Develop and maintain task-to-training matrices.
• Design training to include objectives based on skills, knowledge and abilities; sequence of instruction; training methods and settings.
• Develop test items that measure trainee performance, are consistent with cognitive level of objectives, and ensure predictive validity; and other evaluation instruments.
• Develop/revise training materials based on feedback from student/instructor evaluations; and as changes occur to equipment, procedures, practices, policy, or other information on which training is based; addressing target audiences, using a variety of media, and providing varied learning experiences.
• Evaluate training materials for compliance with DOE O 426.2A, Manual 4B, and industry standards and good practices.
• Conduct training program assessments and Management Field Observations (MFOs).
• Provide guidance to training staff on instructor skills and the conduct of training processes (i.e., analysis, design, development, implementation, and evaluation.)
• Develop Training Program Descriptions (TPDs) for assigned training program(s).
• Respond to audit and surveillance reports (internal and external) on training activities. Develop responses/corrective actions (STAR) to findings and track these items to closure in a timely manner.
• Remain current in field(s) of expertise and continually enhance knowledge and skills.
• Perform varied training administration tasks such as duplication/production of training materials, completion of OSR or electronic training forms; navigating the LMS system; and other duties as assigned.
Under very limited supervision, performs in a senior role in the administration of the apprenticeship training program(s), and is accountable for results of training. Adheres to and performs the analysis, design, development, implementation, evaluation, and maintenance of training to provide Site employees with the knowledge and skills required to perform their jobs safely and competently. Provides leadership in identification and resolution of training needs. Ensures compliance with DOE O 426.2A, Manual 4B, and other applicable regulatory requirements. May have input in the budgeting process for apprenticeship training program(s). May serve as a Subcontract Technical Representative, coordinating all efforts of subcontracted personnel, including budgeting, man hour accounting, and overseeing work accomplishment.
Must be a qualified Instructor in accordance with Manual 4B, Training and Qualification, or equivalent.
Performs the following:

• Provide formal presentations to Training management on training/development programs and projects.
• Conduct training program assessments and Management Field Observations (MFOs).
• Evaluate training and conduct annual instructional evaluations.
• Respond to audit and surveillance reports (internal and external) on training activities. Develop responses/corrective actions (STAR) to findings and track these items to closure in a timely manner.
• Recommend experimental training methods to enhance effectiveness and cost-effectiveness of training, conduct appropriate studies, report results, and make recommendations.
• Research relevant literature, recommend and institute application of new ideas/concepts.
• Provide leadership in developing new training programs.
As a collateral function, may act as a direct representative of Site Training Leadership Team to Technical Colleges working to bridge communications between the companies on all current and future pipeline training programs providing instruction as required. Working with the department chairs to evaluate curriculum and laboratory equipment against current SRS and DOE principles/requirements. Monitor classroom instructors and provide feedback on performance and improvement items. Work with the instructors to align the Technical College pipeline training programs more closely to SRS standard work requirements. Work closely with regional economic development organizations, state agencies, local workforce development boards, and regional educational institutions, regarding academic delivery, student services, accreditation, recruitment, etc. Promotes role of apprenticeship in public and private sector by addressing regional community groups & organizations.

Has experience in the following:
(1) Serve as a direct representative for the apprenticeship discipline(s) for personnel management assigned to them and program coordination.
(2) Coordinate the execution of official work process schedules & related instruction outlines.
(3) Assess apprentice progress during classroom instruction and field time experience and provide coaching/mentoring where needed.
(4) Ensure trainers have obtained and are maintaining their technical and instructional knowledge and skills.
(5) Ensure lesson plans, study guides, OJT guides, and other training material supply the information necessary for the trainees to master the learning objectives based on cohort-level training needs assessments.
(6) Coordinate and administer apprenticeship agreements
(7) Implement, maintain & execute processes, procedures, & documentation for designated apprenticeship program components.
(8) Ensure program compliance with U.S. DOL Registered Apprenticeship Standards.
(9) Monitor trainer performance to verify training is conducted as outlined in approved training materials and in a manner that motivates personnel to learn.
(10) Monitor and assess training to determine its effectiveness and initiate improvements as needed.
(11) Suggest changes to the APT TPD and/or Continuing Training Program based on MFOs, assessments, improvements, and other change drivers.
(12) Serve on ARBs as directed.
(13) Experience with Microsoft Suite: PowerPoint, Excel, Word, etc...
• Must possess the depth and breadth of knowledge and skills of an Instructor, in addition to significant knowledge of Site processes, policies, and procedures; and significant familiarity with Federal laws, DOE
Orders 426.2A, Manual 4B and Training Administrative Guides.
• Must be able to develop measurably effective training materials from information provided by subject matter experts (SMEs), and/or in procedures, technical documents, etc.
• Experience with the systematic approach to training processes is required to provide guidance and evaluate instructional staff and instructional materials for compliance, adequacy, completeness, accuracy, and effectiveness.
• Training Specialist is expected to remain current in their field and are strongly encouraged to continually enhance their knowledge and skills.
• Qualified Site Training Instructor in accordance with Manual 4B, Training and Qualification, or equivalent.
