MAJOR FUNCTIONS:
The Housing Property Manager will oversee all aspects of leasing, rent collection, and tenancy management for individuals and families in permanent and transitional housing programs. This position includes active coordination with landlords, brokers, independent contractors, and city agencies such as HPD.
SPECIFIC DUTIES & RESPONSIBILITIES:
- Process initial leases for all Housing tenants, ensuring timely submission of documentation to HPD for rental subsidy approval.
- Complete lease renewals, including tenant rights notifications, HPD annual recertifications, rent increase and income decrease requests, and vacancy notifications for all Housing tenants.
- Prepare and update rent statements and ledgers for all Housing and scatter-site tenants; distribute these to relevant programs for record-keeping and case conferencing (e.g., HPD, DHS, DOHMH and HASA).
- Process initial subleases and TRCWs for scatter-site tenants, based on income documentation from all household members.
- Complete annual sublease renewals and TRCWs for scatter-site tenants.
- Meet with realtors and brokers to identify and secure new scatter-site apartments.
- Arrange and conduct walk-throughs for apartments that are vacant or being surrendered to landlords.
- Schedule necessary clean-outs for scatter-site units with independent contractors.
- Build and maintain positive relationships with landlords and property managers to support tenant placement and lease retention.
- Monitor all contract leases for scatter-site units, ensuring timely renewals and compliance with lease terms.
- Oversee all rent collection activities and collaborate with the NYC HRA Department to ensure timely and accurate monthly rent payments.
- Work with program staff to develop and monitor tenant payment plans as needed.
- Communicate with landlords regarding rent-related issues and coordinate with the legal team to address cases of non-payment when necessary.
- Communicate with directors and clinical supervisors to establish tenant payment plans when necessary.
- Refer DHS and scatter-site tenants with rental arrears to legal for initiation of housing court proceedings.
- Initiate and manage legal actions related to non-payment and represent the agency in housing court when needed.
- Ensure all tenant housing documents are accurate, complete, and compliant with funder and agency requirements.
- Maintain updated knowledge of housing court laws, rent stabilization regulations, Tax Credits, HPD subsidy programs, and agency policies.
- Track and report on lease expirations, rent collection trends, housing placement activity, and legal proceedings.
- Write correspondence, reports, and edits written material for accuracy and produces document in final format.
- Compile statistical data for Housing programs monthly rosters.
- Acting as the administrative point of contact between the Vice President and internal/external contacts
- Undertaking the tasks of receiving calls, take messages and routing correspondence
- This position will require availability as needed including on-call responsibilities.
REQUIREMENTS: EDUACTION/TRAINING AND EXPERIENCE KNOWLEDGE, SKILLS AND ABILITIES:
- Must be tax credit certified.
- High School or GED
- 3–5 years of experience managing properties, ideally within a supportive housing setting
- Familiarity with OMH, HPD, DHS, HASA, and other housing assistance programs in NYC
- Knowledge of real estate leasing practices, housing law, tenant rights, and court procedures
- Experience working with realtors, brokers, and landlords to secure housing units
- Proficiency in Microsoft Office and property management software
- Commitment to housing stability and working with vulnerable populations, including individuals with histories of homelessness, mental illness, or substance use
- Ability to work with realtor/broker and attend housing court
- Flexibility in schedule to meet program or legal deadlines
- Comfortable representing the agency in a professional and legal settings
