About the Department

Purpose of Job
Promote the advancement of the City of Springfield by performing professional, administrative, and clerical work in the fields of communications, economic development, and public relations. 
Essential Job Duties

  1. Develops and implements the city's public messaging and marketing strategies, ensuring consistent branding and visual identity across all communication channels.
  2. Creates and manages advertising, media, and public relations campaigns aligned with the city’s mission and priorities.
  3. Designs and produces a wide range of materials, including brochures, newsletters, reports, infographics, and event promotions to support city initiatives.
  4. Prepares, edits, and distributes press releases, speeches, talking points, and presentations for internal and external audiences. 
  5. Serves as the city’s spokesperson, handling routine media relations, coordinating interviews, and responding to public and media inquiries.
  6. Identifies key audiences and monitors communication trends to adapt strategies and improve outreach.
  7. Oversees the city’s digital presence, including website content, social media platforms, and public access television, ensuring timely and engaging content across all platforms.
  8. Creates and manages content for digital platforms, including written, photo, video, and graphic materials that reflect the city’s brand.
  9. Produces and edits video content for public meetings, promotional efforts, and community engagement.
  10. Monitors analytics and evaluates digital strategies to maximize public engagement and outreach.
  11. Records and posts video of official city meetings (e.g., Board of Mayor and Aldermen, Planning Commission) to online and broadcast platforms.
  12. Supports the planning and promotion of city-sponsored events to encourage community participation.
  1. Represents the city at public meetings, community events, merchant group meetings, and career fairs.
  2. Provides support for commercial constituent services, including business relations and economic development.
  3. Performs administrative support tasks as directed by the City Manager and Assistant City Manager.
Other Job Duties
  1. Leads public education and outreach campaigns in partnership with departments (e.g., recreation events, stormwater awareness).
  2. Researches, writes, and manages grant applications as needed to support city programs and initiatives.
  3. Supports emergency communications planning and execution.
  4. Performs other work as required.
Primary Job Challenges

  2. Ensuring timely, accurate, and transparent information sharing with the public.
  3. Establishing and strengthening relationships with community, media, and business leaders to advance city priorities. 
  4. Maintaining a positive public image for the city and its departments.
  5. Planning the communications strategy for emergencies that may occur with city departments including utilities. 
  6. Ability to multi-task and maintain strong level of organization with evolving and changing priorities.
  7. Staying current with public relations trends and technologies to effectively reach citizens with the city’s message. 
Equipment Operated
  1. Personal computer with Microsoft Office, tablet, and standard software.
  2. Basic office equipment such as a copier, printer, and scanner. 
  3. Audio/visual equipment and associated software.
  4. An automobile and/or truck.
Key Competencies Required
  1. Thorough knowledge of communication, media, and public relations strategies.
  2. Thorough knowledge of computers and software applications, including Microsoft Office, content creation tools, and audiovisual equipment.
  3. Thorough knowledge of digital and social media platforms, including content creation and analytics.
  4. Ability to design and produce professional-quality graphics, photography, and video content for use in print, digital, and broadcast communications.
  5. Ability to craft and deliver clear, persuasive, and professional messages. 
  6. Ability to exercise independent judgment, take initiative, and apply problem-solving skills.
  7. Ability to establish credibility and maintain effective relationships with leaders, media, and community members.
  8. Ability to manage crisis communication and provide accurate, timely emergency public information.
  9. Ability to understand and follow oral and written instructions.
Physical Demands and Work Environment
  1. Employee will work both indoors and outdoors and will sit, stand, stoop, walk, and lift light objects (less than 25 pounds).  
  2. Work is generally performed in an office setting; however, some outdoor work may be required. 
  3. Requires flexibility for evening, weekend, and emergency work.
Qualifications
Education and Experience: Bachelor’s degree in public relations, communications, or a related field desired; 3-5 years of experience in public affairs/relations, media relations, or communications preferred; or a combination of education and experience equivalent to the required knowledge and abilities. 
Required Certifications/Licenses:   Must possess a valid Class D driver license issued by the State of Tennessee.  Must pass a physical examination based on the essential functions of the job given by the city’s designated physician.
