GENERAL RESPONSIBILITIES:
This advanced level position will maintain a reduced Economic Support caseload as well as assist in the training of new staff, providing technical and programmatic assistance to experienced staff, as well as reviewing the work of new staff. Performs all duties of an Economic Support Specialist as described in the Economic Support Specialist Position Description. The Lead Worker position is to assist in the planning, development, coordination, and administration of the Economic Support assistance programs. Administer, supervise the Vita Program and fill in as the Weekend VITA Coordinator; should the need arise. Additionally, the position will fill in for the Human Services Area Manager in the area of the Economic Support Office.

STANDARD QUALIFICATIONS:

- Must be at least 18 years of age, unless otherwise stated on job description
- Must maintain an acceptable departmental attendance record
- Must be able to work weekends, nights and holidays
- Must obtain and maintain Elder/Youth License as stated on job description.
DUTIES:
1. Train, assist, and provide direction to Economic Support Specialists in all aspects of the tasks of an Economic Support Specialist including researching, interpreting, and explaining federal, state and local policies governing eligibility, legal rights, and responsibilities of applicants and participants.
2. Perform internal quality control by reviewing cases and informing manager on a regular basis of workers in need of additional training.
3. Takes and processes initial applications, using interviewing techniques when required, for Economic Support services including: FoodShare, all categories of Medical Assistance, Child Care, Wisconsin Home Energy Assistance, Temporary Assistance for Needy Families, General Assistance, and other Economic Support programs within mandated time frames and under scrutiny of federal and state quality assurance.
4. Conduct Front End Verification activities to prevent public assistance fraud as well as investigate for fraud when reports are received. If fraud is substantiated, perform overpayment duties associated with the case which may include working with the District Attorney when appropriate for the prosecution of said fraud.
5. Participates in on-going training, maintaining contemporary knowledge in programs such as Food Share, WHEAP, TANF, GA, and Medical Assistance to ensure compliance with federal and state regulations as well as attends regularly scheduled staff meetings, and computer system trainings as needed.
6. Navigate numerous systems and databases including but not limited to: CARES/CARES Worker Web (CWW), Electronic Case File (ECF), Automated Case Directory (ACD), Child Care Electronic Benefits (EBT CSAW), Benefit Recovery Investigation System (BRITS), Forward Health, Web Access Management Systems (WAMS), Final TANF Data Reporting System, Child Care Data Tracker, and Kids Information Data System (KIDS).
7. Accept additional leadership tasks depending on the needs of the agency and perform additional duties as assigned in the absence of the manager for the Economic Support Department.
8. Administer and supervise all aspects of the Volunteer Income Tax Assistance (VITA) Program including but not limited to: recruiting and supervising all volunteer preparers and other VITA staff during the tax season, create schedules and site set up for the tax season, verifying certification of staff, transmittal of completed returns, pre- and post- season reports to IRS and funding sources, and end of tax season close out activities.
9. Must maintain an acceptable departmental attendance record.
10. Must be reliable and prompt when reporting to work.
11. Fill in for Human Services Area Manager in the Economic Support Office when needed.
12. Required to attend job related, in-service, meetings, and training to maintain professional and technical knowledge.
13. Must adhere to tribal law and other applicable laws as well as tribal personnel policies and procedures.

QUALIFICATIONS:
1. Associates degree in a related field and two years of experience within the last two years of direct casework in the following; CARES/CARES Worker Web (CWW), Electronic Case File (ECF), Automated Case Directory (ACD), Child Care Electronic Benefits (EBT CSAW), Benefit Recovery Investigation System (BRITS).
Or
Five years’ experience of direct casework. Preferably performing direct casework within the last year in the following programs; CARES/CARES Worker Web (CWW), Electronic Case File (ECF), Automated Case Directory (ACD), Child Care Electronic Benefits (EBT CSAW), Benefit Recovery Investigation System (BRITS)
2. Must have experience with electronic data processing, excel, outlook, and Microsoft programs.
3. Demonstrate expertise in the functions of Economic Support work.
4. Previous team or staff leading/supervision is preferred.
5. Knowledge of basic accounting principles and effective communication/interviewing skills preferred.
6. Must obtain and maintain all VITA Coordinator, Tax Preparer and any other certifications.
7. Ability to organize, prioritize and independently set time frames to complete work in a timely manner.
8. Must possess excellent oral and written communication skills.
9. Possess ability to deal with a variety of personalities and different types of people in all settings within the community and other programs.
10. Must be able to work nights, weekends, and holidays as programs require.
11. Must be able to maintain confidentiality.
12. Ability to take direction, give direction and follow procedures.
13. Must submit and pass a background security check to meet the Elder/Youth License Requirement as it pertains to the position and the location of the department prior to and during the course of employment with the Stockbridge-Munsee Community.
14. Must pass pre-employment drug and health screening.
15. Must adhere to the Tribe’s Drug and Alcohol-Free Workplace Policy during the course of employment.
16. Must have a valid driver’s license, reliable transportation, and insurance are required.
17. Must obtain a Wisconsin driver’s license within 30 days of employment if applicant has an out-of-state driver’s license.
18. Must have demonstrated ability to maintain satisfactory working record in any prior or current employment.
19. Must obtain and maintain coverage under the employer’s Employee Dishonesty policy
