About the Department

The Wastewater Treatment Plant Laboratory Supervisor is an exempt position under the general supervision of the Wastewater Treatment Plant Superintendent.  The employee is responsible for managing the laboratory; supervising the work of laboratory analysts; performing laboratory tests for regulatory compliance, process control, and environmental research as required; managing laboratory data including results of analyses and the associated quality assurance documentation; generating reports for compliance and to assist with facility planning and management; and providing consultation and advice regarding sampling and analyses to the Wastewater Treatment Plant Superintendent.  May perform duties of similar classifications of an equal or lower pay grade as required.

Position Duties

ESSENTIAL FUNCTIONS:

  • Assigns and schedules duties and supervises work of laboratory analysts
  • Provides staff training in areas of laboratory analyses and data handling
  • Conducts special testing in coordination with the Wastewater Treatment Plant Superintendent to optimize the Wastewater Treatment Plant’s performance and economy
  • Maintains an adequate Quality Assurance Program for the laboratory
  • Coordinates with the Pretreatment Manager, plant operators and private businesses in the collection of chemical and biological samples
  • Prepares technical reports including the monthly Discharge Monitoring Report, and develops data for the Superintendent
  • Maintains effective communication between the laboratory staff and Operations Division
  • Implements and maintains a chemical hygiene plan and sampling programs
  • Maintains a working knowledge of chemical and bacteriological examinations of water, wastewater, the federal Clean Water Act and the Colorado Water Quality Control Act, the Colorado Discharge Permit System (CDPS), and the CDPS permit issued to the James R. DiIorio Water Reclamation Facility
  • Recommends and purchases new analytical equipment, oversees setup and startup of new equipment, ensures that analysts are properly trained to use new equipment, and ensures that appropriate Standard Operating Procedures for new equipment are developed and maintained

IMPORTANT FUNCTIONS: 
  • May perform the duties of similar classifications of an equal or lower pay grade.
  • Schedules for preventative maintenance on laboratory equipment
  • May analyze samples of industrial or commercial wastes from private businesses

PHYSICAL REQUIREMENTS:

The physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation include, but are not limited to:
  • Heavy lifting of up to 50 pounds is an essential function of this position.
  • Walking and standing for extended time periods and climbing stairs and ladders are essential functions of this position.
  • Requires good hearing to communicate with the public, staff members, hear audible alarms and listen to equipment to detect possible problems.
  • The incumbent must be able to perform a full range of body movements and manual dexterity to set up and operate laboratory equipment; maintain and adjust laboratory equipment and instruments; transfer solids and liquids quantitatively and without spillage or contamination; to inspect industrial and commercial facilities; remove and replace manhole covers; install and extract automatic samplers; perform work on a computer; drive City vehicles; and perform other essential functions.

Minimum Qualifications

This position requires:
  • Working knowledge and formal training in the fields of physics, chemistry, biology, microbiology or medical technology
  • Skills at implementing, maintaining and incorporating laboratory procedures
  • Ability to research and develop procurement specifications for laboratory instruments and chemicals
  • Skills in performing chemical and microbiological testing
  • Skills in statistical quality control and have the ability to implement and maintain a quality assurance plan
  • Strong written and verbal communication skills
  • Skills in Microsoft Word, Excel, and Access and laboratory management information systems
  • Supervisory skills and the ability to schedule, create work assignments, prioritize, ensure deadlines and standards are being met and to maintain flexibility in changing workloads; and
  • Ability to establish and maintain effective working relationships with those contacted in the course of work
  • Ability to perform all the job duties in a safe manner.

Other Qualifications

In addition to the knowledge, skills and abilities listed above, the position requires:
  • A bachelor's degree from an accredited college or university with major course work in chemistry, microbiology, biology, medical technology, or related fields in the natural sciences
  • At least three years of experience working in a laboratory, at least two of which include supervisory experience or as a lead worker in responsible charge of projects, quality assurance, regulatory compliance and personnel
  • A valid driver’s license at the time of application, and a valid Colorado driver’s license within 30 days of employment
    • License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification 
    • During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license

In addition to meeting the minimum qualifications at the time of application, within one (1) year of appointment the employee must:
  • Obtain a State of Colorado Wastewater Facility Operator Class “D” Certification


Preferred QUALIFICATIONS:
  • A master's degree from an accredited college or university with major course work in chemistry, microbiology, biology, medical technology, or related fields in the natural sciences


SPECIAL CONDITIONS OF EMPLOYMENT: 
This position may be exposed to noise, moving parts, heights, dangerous chemicals and conditions, disease, extreme weather, and other dangerous conditions. The individual must be willing to work overtime, weekends, holidays and may be called back for emergencies. This employee must be willing and able to understand and comply with all safety procedures, directions, and standards. This position will be required to perform heavy lifting and climbing stairs and ladders. Must be able to physically perform field-sampling tests in all weather conditions and environments.  

All required licenses and certifications listed above must be maintained throughout the term of employment. Failure to obtain or maintain licenses and certifications will result in demotion or termination. 

Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information.  This requirement applies to all existing City employees as well as external candidates seeking to fill positions that meet the given criteria.
