The Montgomery County Department of Parks – Southern Parks Division is seeking a dynamic, experienced, and highly organized Senior Park Manager to lead operations in the Meadowbrook Management Area. Southern Parks Division meets both local and regional leisure needs by providing opportunities for a wide variety of outdoor recreational activities in the most densely populated areas of Montgomery County. The division manages over 200 parks, including Urban, Local, and Regional Parks. These parks include almost 200 playgrounds, 150 athletic fields, 60 miles of trails, and 50 picnic shelters. This division utilizes the skills of nearly 200 employees and 100 pieces of equipment to accomplish the Department's mission.  

Under general direction, this role is responsible for ensuring safe, enjoyable park experiences for the public while overseeing the planning, development, and implementation of programs and projects. The ideal candidate will bring strong leadership and administrative skills to manage daily operations, supervise and support park operations staff, and assist with recruitment, work assignments, and performance evaluations. Position Duties

Project Management:

  • Define goals and objectives for park operations programs and facilities within the geographical area.
  • Plan and coordinate projects, review plans, determine scope and resources. 
  • Inspect work to ensure conformance with instructions and engineering plans. 
  • Supervise and lead diverse park operation programs that include landscaping, ball field renovation, play equipment inspection and repair, wildlife management, park inspections, etc. 
  • Manage Integrated Pest Management program. 
  • Develop and maintain maintenance standards. 
  • Develop and implement emergency response program. 
  • Monitor parkland for environmental integrity.
  • Review water, sewer, and building permits to assess their impact on parkland. 
  • Recommend and implement corrective actions for environmental problem areas. 
Human Resources:
  • Plan, schedule, and assign duties to a diverse team.
  • Collaborate with recruitment, selection, and training of staff. 
  • Develop and approve performance evaluations.
  • Initiate recognition and disciplinary action. 
  • Approve timecards and leave requests.
Customer Service 
  • Meet with community groups, park and recreation councils and citizens, to identify needs, plan programs, solve problems about park operations.
  • Handles inquiries and complaints from the public.
  • Allocates vital resources (staff and budget) to achieve a successful program.

Budget

  • Manages and prepares and provides input to annual budget requests for assigned area. 
  • Monitors and controls expenditures and revenues within approved budget. 
  • Acquire informal bids, price quotations, and develops specifications for formal bids. 
  • Identify equipment, materials, and supplies needed to fulfill projects.
  • Monitors contractors and approve payments. 

Administrative 

  • Supervise documentation and maintain administrative records, for expenditures, timecards, inventory, accidents, and injuries. 
  • Write budget and expenditure reports, work reports, and special reports as required.
  • Attend conferences to identify new programs, methods, and equipment.

Preferred Qualifications:

  • Experience working with a Parks Dept. or other government organization preferred.
  • Advanced ArcGIS skills and proficiency in MS Office, enterprise software, and specialized software.
  • Ability to withstand exposure to dust, vibration, noise, chemicals, dirt, waste, odors, pesticides, wildlife, and potentially harmful insects (i.e. bees, hornets, wasps, etc.) as well as exposure to adverse weather conditions (i.e. heat, cold, snow, rain, etc.)
  • An essential employee on-call 24 hours for any emergencies.
  • Commercial Drivers License (CDL)
  • Playground certification

Working Conditions:

Works in office and in field. May be required to work evenings, weekends, and holidays. On-call to respond to emergency situations. Exposed to weather, dirt, waste, odors, caustic chemicals, pesticides, wildlife, and potentially harmful insects (for example, bees, hornets, wasps, etc.). Some pressure to meet deadlines.


Minimum Qualifications

  1. Bachelor’s Degree in Park Management, Park Administration, Outdoor Recreation, Natural Science, Physical Science or any related field.
  1. Two (2) years of progressively responsible experience, that includes park operations program planning and development and supervision of staff.
  1. An equivalent combination of education and experience may be substituted, which together total six (6) years.
  1. Valid driver's license in accordance with both State and Commission rules and regulations.  Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
  1. Depending upon area of assignment, a valid Commercial Driver’s License (CDL) with appropriate endorsements may be required within 12 months of position assignment and must be in accordance with both State and Commission rules and regulations.
  1. Depending upon area of assignment, must be able to obtain and maintain all applicable certifications within 12 months of position assignment (e.g., Maryland Department of Agriculture Pesticide Applicator, Maryland Department of Agriculture Professional Fertilizer Applicator, Playground Safety Inspector). 
  1. Pass Commission medical examination.
