Organizational Setting

 

The Division of Information Technology provides support to the IAEA in the field of information and communication technology (ICT), including information systems for technical programmes and management. It is responsible for planning, developing, and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat and for managing central ICT services. The IAEA's ICT infrastructure comprises hardware and software platforms, and cloud and externally hosted services. The Division has implemented an IT service management model based on ITIL (IT Infrastructure Library) and Prince2 (Projects in a Controlled Environment) best practices.
The Business Solutions Section provides information systems development and support services to IAEA programme areas and to the IAEA as a whole. 
 

 

Main Purpose

 

The Software Engineer is a technical specialist and a client liaison. They provide advice and support for computerized solutions aimed at improving business processes and systems to meet organizational needs, and apply technical knowledge to design, build and implement effective information systems. 
Key Responsibilities:
• Liaise with internal clients to understand their needs, define challenges, and devise appropriate solutions.
• Carry out requirements analysis and the design of software systems.
• Implement, maintain, support software solutions, and perform other technical tasks as a technical lead or a member of a project/product team.
• Support acceptance testing, user training and prepare technical documentation.
• Provide software maintenance and technical support for existing software systems.
• Take part in other activities required by MTIT, such as continuous process improvement, and providing software development expertise across the organization.


The ideal candidate will have a strong background in software engineering and experience in working with agile teams to deliver web-based software solutions, including solutions to present and visualize technical/scientific data.
The selected expert will work with stakeholders across the IAEA to assess the needs for solution enhancements and define detailed requirements for the assigned projects. They will work with MTIT project teams and external vendors to propose solution options, perform market research, elaborate proofs-of-concept then implement the chosen solution following PRINCE2 for project management and a lean/agile approach for software delivery.

 

Functions / Key Results Expected

 

1. Determines client and business needs/challenges and defines user and system requirements based on the needs analysis. 
2. Plans, designs and implements software solutions via in-house development, outsourced development, and/or procurement of off-the-shelf/SaaS software. 
3. Takes responsibility for deployment, troubleshooting, maintenance and support of new and existing software systems. 
4. Provides advice and guidance on software development across the organization.

Qualifications and Experience

  • University degree in Computer Science, Information Technology or a related field;

  • Non-Degree Program - Internationally recognized Information or IT Security Certification such CISSP, CISM, CISA or GIAC is an asset.

  • Minimum of seven years of relevant experience in the software development, including up-to-date knowledge of and experience in developing and architecting cloud solutions. 

  • Accredited certification in Project Management such as PMP or Prince2 is an asset.

  • Knowledge and experience with Power Platform technologies is an asset.

  • Knowledge of ITIL processes is desirable.

  • Good oral and written command of English.
     

 

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 375, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
