General Definition of Work
The senior manager of mechanical engineering, under intermittent supervision, performs highly complex work with intermediate decision-making discretion designing, developing, and supervising the installation, operation, testing and maintenance of HVAC and plumbing systems. Position ensures compliance of HVAC and plumbing systems related to operations and maintenance management, new construction, replacements, and upgrades. Employee performs district-level work to carry out Board of Education policies under the direction of the executive director of building services.

Place of Work
The normal place of work is on the premises used by Charlotte-Mecklenburg Schools. Charlotte- Mecklenburg Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.
Essential Functions
- Adhere to all state, federal, and local laws, policies, and procedures
- Lead, manage, supervise, and evaluate assigned programs/staff in the district
- Develop and implement policies and procedures for assigned areas of responsibility
- Develop and implement the operation and maintenance strategy for HVAC and plumbing systems to maximize their availability and reliability
- Manage and maintain preventive maintenance schedules of all facilities HVAC and plumbing systems
- Maintain facility control index (FCI) and facilities sustainment plan that relates to HVAC and plumbing
- Respond to operational emergencies related to HVAC and plumbing systems; troubleshoot issues to determine causes and solutions
- Manage building automation system (BAS) design, implementation, and optimization to ensure ideal system performance
- Perform defects/breakdowns root cause analysis (RCA) to avoid recurrences and maximize mean time between failures (MTBF)
- Ensure minimum downtime of equipment related to HVAC and plumbing systems; minimize mean time to repair (MTTR)
- Recommend renovation and replacement projects for mechanical systems
- Manage multiple large-scale and small-scale HVAC and plumbing projects simultaneously using project management best practices
- Monitor and report progress on the ongoing projects and repair/maintenance activities
- Participate in the mechanical design selection process for new construction and renovation projects
- Review and approve HVAC and plumbing system designs and specifications for all renovation and new construction capital projects
- Review and recommend changes to the existing CMS A/E guidelines and specifications
- Respond to requests for data/information
- Prepare reports, memos, presentations, and other correspondence
- Attend professional development and other meetings
- Facilitate and coordinate professional development and meetings
