The City of Hillsboro is seeking a visionary Planning Division Manager to lead a team of professionals shaping the future of one of Oregon’s most diverse and dynamic communities. From guiding housing strategies to fostering vibrant neighborhoods and business districts, the department partners with residents, developers, and regional leaders to deliver a community where everyone can thrive.


Position Overview & Key Responsibilities

As Planning Division Manager, you’ll oversee the City’s Planning Division and serve as an advisor to department and City leadership. This position manages both long-range planning and development services, ensuring projects and policies reflect Hillsboro’s community values and regulatory standards.

Key responsibilities include:

  • Promote effective customer service and responsive code implementation.
  • Develop and implement a strategic vision that aligns with the City’s Comprehensive Plan.
  • Oversee the division’s work plan, including budget development, monitoring, and reporting.
  • Supervise and mentor Planning Managers, fostering professional growth and team collaboration.
  • Represent the City in public forums, presentations, and regional partnerships.
  • Lead and coordinate complex planning projects, ensuring compliance with local, state, and federal requirements.

Current & Upcoming Projects

The Planning Division Manager will play a key role in advancing high-impact projects, including:

  • Adoption and implementation of the City’s Housing Production Strategy.
  • Guiding updates to the Regional Metro Future Vision.
  • Supporting implementation of Hillsboro’s Comprehensive Plan.
  • Leading planning initiatives for targeted development areas.
  • Aligning local policies with state mandates and housing requirements.

What You’ll Need to Succeed

To succeed in this role, you will bring strong leadership skills that foster clarity, accountability, and inclusivity across teams. You’ll draw on deep expertise in planning theories, land use, zoning, sustainability, and land development to guide complex projects and policy decisions. Creative problem-solving and the ability to navigate regulations with confidence will be essential, as will your skill in delivering engaging presentations and facilitating meaningful community conversations. A strategic approach to managing budgets, contracts, and resources will help ensure efficient operations, while your ability to build lasting partnerships will strengthen Hillsboro’s influence at both the regional and statewide level.

Minimum Qualifications

  • Bachelor’s Degree in Urban or Regional Planning, Community Development, Public Administration, or a related field.
  • Ten years of related experience, including leadership and supervisory roles in planning or community development.
  • Or, an equivalent combinations of education and experience that ensure readiness and are sufficient to successfully perform the essential duties of the role, as listed above.  

LICENSE(S) / CERTIFICATION 

  • Valid, current Driver’s License and safe driving record.
