Summary
Briljent is seeking a Business Process Analyst to support the New York State Department of Health’s (DOH) eMedNY Assessment Project. In this role, you will help drive modernization of legacy Medicaid systems into a cloud-based environment. The position focuses on leading proof-of-concept (POC) activities, supporting migration planning, and assisting in vendor evaluation to ensure a successful transition to modern platforms.

Responsibilities

  • Lead the planning, facilitation, and execution of proof-of-concept (POC) activities related to re-platforming legacy Medicaid systems into AWS.
  • Support vendor identification and selection for code migration solutions.
  • Define use cases, functionality, and database requirements to guide POC efforts.
  • Analyze POC outcomes and provide structured feedback and actionable recommendations.
  • Develop and deliver scoping documents, outcome reports, and regular project status updates.
  • Collaborate with cross-functional teams to ensure alignment and success of modernization initiatives.

Requirements

  • 8+ years of experience in IT business analysis, testing, or project management, preferably supporting Medicaid-related systems.
  • Experience with COBOL and/or Java code, NYS Medicaid, MES Claims Systems, and MES/MMIS.
  • 5+ years of experience managing requirements and developing business process reengineering (BPR) documentation, including swim lane diagrams and process flows.
  • 4+ years of experience using requirements management tools (e.g., ALM).
  • 6+ years of experience developing business process models and use cases.
  • Bachelor’s degree in a relevant field.
  • Professional certification in Business Analysis (PMI-PBA, CBAP, or equivalent).

  

Preferred Qualifications

  • Additional certifications in process improvement (Lean Six Sigma, Agile, PDCA, Kanban).
  • Experience with rules extraction and modernization projects.

Additional Details

  • Location: Remote with travel to Albany, NY.
  • Hours: Full-time, 40 hrs/week.
  • Duration: Mid-October 2025 through February 2026.
