About the Department
The Transportation Planner Analyst 1 role sits within the Alternative Service Planning Team (ASP). ASP is responsible for the planning of the service during Planned Rail Closures and for the Private Fixed Route services. ASP specializes in analyzing, developing, recommending, and monitoring service options to minimize customer journey times with internally and externally operated routes within the MBTA network. The candidate will have to deliver these objectives while working within operational and resource constraints.
For Planned Rail Closures, the Transportation Planner Analyst 1 will assist the organization in understanding the impact of rail diversions on the network and thereby plan the alternate service options for customers.
For Private Fixed Routes, the Transportation Planner Analyst 1 will analyze, recommend, and implement service adjustments. This will help to improve customer experience and journey times on Routes 712/713, 714 & 716, as well as identify capital projects to improve the service.
Position Duties
Planned Rail Closures:
- Lead the assessment of operational and customer impacts for planned closures across the network from a service perspective.
- Analyze, develop, and recommend the alternate service options with the Supervisor of Vehicle Schedules (i.e., subway service frequency, bus service frequency, and shuttle service frequency) to minimize journey times during planned closures.
- Review engineering plans, sets, and designs related to diversion alternative service.
- Collaborate with Bus Operations, Rail Operations, and Railroad Operations to understand vehicle and crew availability to help determine the service specification for the alternate service during the planned closure.
- Prepare scheduled and ad-hoc reports, slideshows, graphics, maps, and other visual reports incorporating narratives and graphic data, for both online and print formats.
Conduct post-implementation reviews to assess how the service operated and to understand what can be done differently in the future to improve the service product. - Conduct field work to observe service operations and document mechanisms to improve service delivery.
- Identify capital needs to improve customer journey times and data collection.
Private Fixed Routes:
- Perform technical analysis involving evaluating the operating cost, efficiency, and effectiveness of existing and proposed MBTA services.
- Work with interested parties on the location and accessibility of bus stops.
- Analyze the costs and benefits of new or improved service.
- Develop and use procedures and analytical tools to monitor and maintain service-related data, including ridership, routing, scheduling, and stop information.
- Provide technical assistance to long-range operating and capital planning activities.
- Attend and participate in public meetings, often occurring in evenings after regular work hours. Be able to publicly communicate project goals and represent the MBTA and its interests in public forums.
- Evaluate proposed construction projects in the MBTA service area to determine impacts on MBTA operations.
- Oversee the work of others on a project-level basis as required.
- Coordinate complex projects requiring significant interaction with local officials and the public.
- Represent and work with local and regional planning staff, public community groups, and others to ensure that service matches demand as closely as possible.
- Develop and use procedures and analytical tools to monitor and maintain service-related data, including ridership, routing, scheduling, and stop information.
- Provide technical assistance to long-range operating and capital planning activities.
- Attend and participate in public meetings, often occurring in evenings after regular work hours. Be able to publicly communicate project goals and represent the MBTA and its interests in public forums.
- Be able to listen and show empathy to customers and provide thoughtful and informative responses.
- Respond to each inquiry, whether from a customer, vendor, or co-worker, in a courteous and professional manner.
- Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.

Minimum Qualifications
- Bachelor's Degree in Transportation Planning, Urban Planning, Geography, Civil Engineering, Business, Public
- Administration, or a related field from an accredited institution.
- Three (3) years of experience as a transportation analyst, transit planner, or similar analytical position.
- Demonstrated experience with Word, Excel*, or Database applications.
- Effective organizational, multi-tasking, quantitative, interpersonal, and analytical skills.
- Ability to maintain confidentiality and excellent time management skills.
- Ability to provide internal and external customers with a courteous and professional experience. Have excellent customer service skills.
- Excellent written and verbal communication skills.
- The ability to work effectively with a diverse workforce.
- Demonstrated data-driven decision-making skills and a willingness to make test-and-learn hypotheses.
- Have the ability to supervise and work effectively with a diverse workforce.
Other Qualifications
- A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.
- An associate degree in Transportation Planning, Urban Planning, Geography, Civil Engineering, Public Administration, or a related field from an accredited institution and three (3) years of experience can be substituted for the bachelor's degree requirement.
- A master’s degree in Transportation Planning, Urban Planning, Geography, Civil Engineering, Public Administration, or a related field from an accredited institution may be substituted for two years of 2 experiences.
- A nationally recognized certification or statewide/professional certification in a related field substitutes for one year of experience.
Preferred Experience and Skills
- Experience in project management at the planning or design stage.
- Experience with managing large amounts of data to inform decisions and/or analysis of alternatives.
- Experience with GIS.
- Experience with HASTUS or other transit scheduling software.
- Experience with producing visualizations.
