About the Department
The Policy and Strategy Engagement Manager-E&M will report to the Director of Policy, Strategy and Oversight within the Engineering and Maintenance (E&M) Division. The Policy and Strategy Engagement Manager-E&M will support E&M’s effort to improve safety culture, assist in the implementation of safety policies, increase division-wide communication, and enhance employee experience. The Policy and Strategy Engagement Manager-E&M will help design, develop, implement, and lead business process improvement projects that can improve the safety and engagement of E&M employees and support the implementation of E&M policies.
Position Duties
- Support the development of a culture that prioritizes safety, employee and rider health and wellbeing, and employee satisfaction.
- Assist in the strategy, development, and administration of division-wide safety programs and policies.
- Support the management and delivery of departmental and functional key initiatives, programs, and policies.
- Organize and run division-wide training and team building/employee engagement events such as E&M’s Safety Series.
- Improve communication within E&M to increase the sharing of important information, particularly around safety.
- Work with stakeholders within E&M and across the MBTA to collect and act upon feedback from E&M employees.
- Help define, develop, and measure key performance indicators (KPIs) related to E&M employee safety and experience.
- Support the development of Safety Alerts, Safety Flashes, and other related content necessary for safety awareness and training.
- Lead the development of E&M’s Local Safety Committee system.
- Support the implementation of Trapeze and other work management tools and technologies.
- Support the procurement and distribution of Personal Protective Equipment (PPE).
- Work collaboratively with frontline employees, supervisors, and appropriate parties to identify and mitigate safety hazards.
- Respond to each inquiry, whether from a customer, vendor, or coworker in a courteous and professional manner.
- Respond or report to work as directed by supervisory personnel for emergencies, extreme weather conditions or any other abnormal conditions that impair service or the safety of service, twenty-four (24) hours per day, seven (7) days per week.
- Perform all other duties and projects that may be assigned.
Minimum Qualifications
- A bachelor’s degree from an accredited institution.
- Minimum of five (5) years of relevant experience leading, managing, designing, and implementing business processes, continuous improvement, and/or project/program management.
- One (1) year supervisory/lead experience.
- Effective organizational, analytical, writing, multitasking, time management and interpersonal skills.
- Ability to present to executive-level management and provide recommendations.
- Demonstrated experience in developing innovative ideas and delivering effective communications to internal stakeholders.
- Demonstrated success in driving employee engagement and communications programs.
- Ability to demonstrate strong communication skills with a wide variety of stakeholders.
- Knowledge of and experience with Microsoft Office applications.
- Ability to provide co-workers, riders, contractors, and others with a courteous and professional experience.
- Ability to learn quickly, take direction, and work independently and to use creative, collaborative, and consultative approaches to resolve issues.
Other Qualifications
- A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.
- An associate degree from an accredited institution with an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.
- A master’s degree in a related subject substitute for two (2) years of general experience.
- A nationally recognized certification or statewide/professional certification in a related field substitutes for one year of experience.
Preferred Experience and Skills
- Experience organizing and overseeing large scale events with various components occurring simultaneously.
- Relevant experience in a union environment.
- Graphic design skills
