The Senior Program Manager (SPM) will lead the Technical Support Unit (TSU) in Odisha, collaborating closely with internal teams and government stakeholders to drive initiatives on the ground. The ideal candidate is self-motivated, adaptable, and thrives in fast-paced, ambiguous environments, with the ability to build and maintain strong relationships with government counterparts.

Key Responsibilities

• Lead the design and implementation of programs advancing women’s economic empowerment in Odisha
• Develop and nurture strong relationships with senior government officials and departments
• Identify systemic challenges and co-create scalable, impactful interventions with government partners
• Conduct landscape analyses, diagnostics, and research to inform program priorities
• Design and manage pilot projects to test solutions and support scale-up
• Represent the organization in high-level meetings, workshops, and government forums
• Collaborate with internal and external partners, including policy researchers, implementation agencies, and donors
• Track project milestones, manage risks, and ensure timely, high-quality delivery

Qualifications & Skills

• 8+ years of experience in public policy, government advisory, large-scale program implementation, or management consulting
• Strong problem-solving skills with the ability to navigate complex, ambiguous environments
• Proven experience managing government relationships at senior levels
• Passion for gender equity and systems change
• Demonstrated track record in cross-functional team leadership and stakeholder management
• Comfortable with data analysis, policy research, and translating insights into actionable strategies
• Excellent communication skills; proficiency in Odia (reading and speaking) is a plus
