The Quality Inspector is responsible for conducting inspections, audits, and evaluations of Light Rail and Commuter Rail transportation operations to ensure compliance with applicable regulations, technical standards, and RTD’s Quality Management System. This position verifies that rail service operations, including train crews, dispatch operations, and service delivery, meet all Federal Railroad Administration (FRA) and Federal Transit Administration (FTA) requirements, and agency-specific operating policies. The role supports continuous improvement by identifying deficiencies, recommending corrective actions, and verifying the effectiveness of implemented solutions. The role requires a strong focus on safety, service quality, operational readiness, and customer experience.

Essential Duties and Responsibilities:

  • Conducts scheduled and unscheduled in-service ride-along inspections to evaluate operator rule compliance, passenger safety, ADA boarding procedures, customer service, and overall ride quality as it relates to noise, vibration, climate control, cleanliness.
  • Monitors schedule adherence, headway management, and service frequency to verify compliance with published timetables and service plans.
  • Audits dispatch center and Operations Control Center (OCC) communications for accuracy, clarity, and adherence to operating procedures.
  • Observes platform and station operations to ensure ADA accessibility, boarding assistance, safe passenger flow, and compliance with operating rules.
  • Reviews and verifies operational logs, incident reports, and daily performance summaries for accuracy and completeness.
  • Documents and reports non-conformances with supporting evidence, recommends and tracks corrective and preventive actions through completion and verification of effectiveness.
  • Collaborates on investigations and contributes to root cause analyses for operational incidents, service delays, and customer complaints, and supports the development of corrective action plans.
  • Prepares precise, detailed inspections and audit reports, and maintains organized records per RTD document control procedures.
  • Collaborates with Transportation leadership to address quality concerns, improve processes, and identify operational training needs.
  • Conducts special inspections in response to incidents, regulatory inquiries, or service quality concerns; supports cross-disciplinary Quality Oversight initiatives.
  • Demonstrates ability to act with integrity and professionalism, maintaining the highest ethical standards in all compliance-related activities.
  • Performs all other job-related duties as assigned.

Minimum Qualifications:

  • Associate’s degree in technical field in any of the following or a closely related field: transportation management, operations management, public administration, logistics, or safety/compliance oversight. A bachelor’s degree in transportation, engineering, quality management, public administration, or a related field is preferred.Minimum of five years of experience in transportation operations, service quality oversight, dispatching, or quality assurance/control within a regulated transportation environment. Rail transit system experience is preferred.
  • Strong technical knowledge in one or more of the following disciplines: transportation operations, operating rules compliance, dispatch or control center procedures, service quality standards, or customer service performance monitoring.
  • Working knowledge of regulations and standards in a regulated environment, such as those established by the FRA, FTA, or other applicable federal, state, or industry-specific agencies.
  • Must be able to work on-site with a flexible schedule, including nights, weekends, on-call shifts, and extended hours as operational needs require.
  • An FTA Public Transportation Safety Certification Training Program (PTSCTP) certificate is required or the ability to achieve certification within three years of hire.
  • Familiarity with quality management systems (QMS) and ISO 9001 standards is preferred.
  • Must have a valid Colorado driver’s license or the ability to obtain it within 30 days of hire, and the ability to travel between facilities.
  • Proficient with Microsoft Office Suite.
  • Ability to communicate effectively through verbal and written means.
  • Ability to use sound judgement.
  • Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with attention to details.

  • Able to interpret and apply regulatory standards, operational rules and policies, and technical manuals.
  • Strong communication and interpersonal skills, with the ability to collaborate effectively with team members, stakeholders, and regulatory agencies.
  • Ability to work independently, prioritize tasks and meet deadlines.

Working Environment and Physical Requirements:

The work environment and physical demands described here are representative of those required by an employee to perform the essential functions of this job with or without reasonable accommodation.

  • While performing the duties of this job, the employee is occasionally exposed to moving mechanical parts, moving trains, outside weather conditions, and moderate to high noise levels. Will be required to walk on uneven surfaces such as ballast, gravel, slopes, and other irregular terrain. Personal protective equipment (PPE) must be worn as required.
  • Must occasionally lift and/or move up to 20 pounds and perform tasks in both shop and field environments.
