About the Department

Position Overview
Individuals in this position support the Police department and sworn officers with daily tasks, including call responses. Community Service officers provide non-enforcement services, animal control, community engagement, administrative tasks, and traffic direction.

Expected Hours of Work
This job operates primarily in Public Safety office environment. Building is staffed 24 hours/day, year-round. Scheduled hours of staff will reflect those needs, including nights, weekends, and holidays.

Position Duties

Essential Duties and Responsibilities 
Reasonable accommodations may be made to enable individuals to perform these essential functions:
  1. Respond to low-level calls including noise complaints, found property, parking enforcements, etc.
  2. Support sworn officers with accidents scenes, medical emergencies, traffic control, traffic/radar surveys, and provide ongoing call response assistance, including administering first aid as needed.
  3. Patrol park properties, trails, facilities, and buildings, providing directions and emergency assistance to motorists, and conduct vacation checks of private dwellings. 
  4. Perform animal control activities – responding to calls, trapping and relocating injured, ill, or dangerous animals, enforcing animal control ordinances, and providing maintenance and management services for the City animal impound facility.
  5. Assist with traffic direction at schools, events, and other areas as requested.
  6. Perform routine inspections and general maintenance of patrol cars, equipment, and maintaining equipment records. 
  7. Support community and youth programs including registration, fingerprinting, securing participant files, etc.
  8. Support administrative functions within the department, including preparing correspondence and making deliveries to external agencies (BCA, Hennepin County, prosecuting attorney, etc.), processing permits and licenses and criminal background checks as requested.

Minimum Qualifications

Minimum Qualifications
  • Minimum of 18 years of age.
  • High School diploma or GED, or equivalent.
  • One-year customer service or volunteer experience.
  • Basic computer skills, including Microsoft Office experience.
  • MNJIS Basic Operator Certification or obtain this within 6 months of hire).
  • Valid Minnesota Driver’s License within 90 days of hire and clean driving record.
  • Obtain and maintain certifications required to complete the responsibilities of the position.
  • Ability to pass a comprehensive background check and psychological evaluation
  • Ability to complete the essential duties and responsibilities of the position with or without reasonable accommodations.
Desired Qualifications
  • Experience working in law enforcement, criminal justice, or public safety-related field.
  • Current CPR, EMR, or EMT Certification
  • Experience and comfortability with care of animals.
  • Experience working with diverse communities.
  • Experience in leading or supervising.

Work Environment & Physical Demands
Work is conducted both indoors and outdoors. Employee is subject to both inside and outside environmental conditions. Employee is subject to some noise, including traffic, and other common outdoor city noise. Additional work hazards are present, including exposure to ill, injured, or dangerous animals, as well as exposure to bodily fluids and other potentially dangerous situations.
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is required to:

  • Regularly read and interpret documents and other written material. 
  • Regularly communicate and exchange information with others in person, over the telephone, through two-way radio communication equipment, and using written communication methods. 
  • Frequently remain in a stationary position and regularly move within the building to attend meetings and access files and office machinery.
  • Regularly traverse around the City to meetings or events and regularly operate City vehicles. 
  • Regularly operate computers and other office equipment, such as a copy machine, printer, and telephone, as well as equipment/tools consistently found in public safety. 
  • Occasionally move or transport items weighing up to 50 pounds.
