Duties
This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA). The incumbent will be responsible for providing advice and assistance in various Human Resources (HR) program functional areas to all levels of management officials and has specific program responsibility for implementation of an effective program in any one or more of the following HR functions: recruitment & staffing, classification, employee services, payroll, military matters, policy, employee relations, performance management, employee development, workforce planning and information systems/analytics. This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. As a Human Resources Specialist at the NH-0201-3 broadband level some of your typical work assignments may include: Provide advice and assistance in various Human Resources (HR) program functional areas to all levels of management officials. Analyzes significant HR management issues and problems and develops recommendations and alternative solutions. Plans and carries out projects and studies to identify and resolve problems pertaining to various HR program areas. Prepares and presents reports and briefings on program status and/or recommend action to key staff elements. Assures that all policy, regulatory and program issuances are properly integrated with other staff actions and are thereby fully supportive of organizations' mission requirements, equal employment opportunity objectives and the Federal merit system.
Qualifications
You may qualify at the NH-03 broadband level, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below and must meet two of the three specialized experience listed below to be qualified: Provide integrated civilian human resources advisory services on recruitment and placement. Apply a wide range of civilian human resources principles, policies, laws, regulations, and practices to advise management on recruitment and placement strategies. Utilize automated civilian human resources systems and applications to query, retrieve, evaluate and/or analyze data to recommend solutions to civilian personnel problems or issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level. All materials must be submitted by the closing date of the announcement.
