POSITION GENERAL SUMMARY:
The Human Resources (HR) Communications Specialist administers communication strategies across multiple HR divisions. This position develops, reviews, and coordinates employee and stakeholder engagement efforts and related materials to support HR operations. Work includes drafting and editing messaging and materials; maintaining content across a variety of media sources; supporting employee events; and developing and evaluating communication strategies to enhance efficiency, consistency, and quality.

DISTINGUISHING FEATURES OF THE CLASS:

Position Duties

  • Coordinates communications planning across multi-disciplinary HR and Ada County teams, covering a wide variety of topic areas, including but not limited to: benefits, policy, employee training and development, risk management initiatives, Human Resources Information System (HRIS) messaging, compensation, recruitment, and more.
  • Prepares and processes timely responses to public records requests in coordination with HR and legal guidelines;
  • Writes, drafts, designs, reviews, and edits emails, brochures, flyers, handouts, presentations, publications, infographics, talking points, statements, and other communications, to ensure timely, accurate, consistent, and accessible information is shared;
  • Distributes professional, consistent, and timely messaging via platforms such as the external and internal web pages, internal distribution channels, newsletters, and other media;
  • Supports planning and communication efforts for high-impact employee events, such as Open Enrollment, training series events, and takes a lead role in planning, coordinating, and executing the annual Employee Appreciation Picnic;
  • Tracks and organizes efforts and feedback to meet needs efficiently and effectively;
  • Collaborates with HR Leadership to develop and execute communication plans and special communication initiatives that align with county values, departmental objectives, and engagement efforts to reach county employees, their families/dependents, employment candidates, and other stakeholders;
  • Designs and implements recruitment communication strategies and campaigns to position Ada County as an employer of choice, highlighting workplace culture, benefits, and values;
  • Develops and maintains internal and external HR websites and other digital communication tools, ensuring content is accurate, accessible, and up-to-date;
  • Researches and compiles information, and applies understanding to create related communication materials;
  • Analyzes demographics and employee information to provide reports, metrics, and other information to support communication strategies;
  • Provides on communication best practices and trends to inform strategy and execution. 

ADDITIONAL FUNCTIONS: 
  • Manages special projects at the direction of leadership;
  • May be required to speak and interact in public environments on content topics;
  • Maintains communications calendars, files and other records;
  • Performs related duties as required.

Minimum Qualifications

  • Bachelor’s degree from an accredited university in human resources, communications, or related field, or equivalent combination of education and experience required;
  • Three (3) years of experience in communications, with an emphasis on internal/employee communications, plus public relations/website development/graphic design experience preferred;  
  • Previous HR experience preferred;
  • Must have a high level of verbal and written communications skills;
  • Knowledge of the human resources field and human resources laws preferred;
  • Knowledge of communication and public relations best practices;
  • Knowledge of website management and development;
  • Skill in developing written communications on various topics;
  • Skill in translating complex information into clear concepts, and communicating these effectively to diverse audiences through various methods;
  • Skill producing, coordinating and advertising special events; 
  • Skill in writing announcements, articles, fact sheets, talking points, and other communications;
  • Skill in developing and maintaining website platforms and social media sites to engage various audiences;
  • Skill in developing presentations;
  • Skill in the use of MS Office Suite, Canva, Adobe Acrobat and other software used to design and create reports, brochures, advertisements, multimedia presentations, etc.;
  • Ability to plan and organize work;
  • Ability to analyze data and use sound professional judgement to reach appropriate conclusions;
  • Ability to demonstrate initiative, enthusiasm, good judgment, tact, diplomacy and problem-solving;
  • Ability to cultivate and maintain effective working relationships with stakeholders;
  • Ability to effectively facilitate group discussions in order to meet defined objectives;
  • Ability to work independently and on a team to achieve department goals.

OTHER REQUIREMENTS:
  • Must possess and maintain a valid driver’s license.

Other Qualifications

  • Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions;  
  • May be required to lift up to 20 lbs.;
  • Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks.
