To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.
About HRO:
The Mayor’s Office of Housing Recovery Operations (HRO) was created in the days following Hurricane Sandy to lead housing response and recovery in New York City. With funding first from FEMA for the Rapid Repairs Program and later with a CDBG-DR-grant from U.S. HUD for the Build It Back Program, HRO assisted tens of thousands of New Yorkers recover from Hurricane Sandy, including repairing, rebuilding or rehabbing more than 20,000 homes.
In the ensuing years, HRO has expanded its mission to lead both post-disaster housing recovery operations and disaster recovery preparedness. Since 2024, HRO has been running Temporary Housing Operations efforts on behalf of HPD and other partner agencies.
The Procurement Lead for Temporary Housing Operations will be an employee of HPD detailed to HRO and will work out of HRO’s offices in lower Manhattan.
Your Team:
The Procurement Lead for Temporary Housing Operations will be part of the Legal Team at HRO, with dotted-line reporting to the Budget & Compliance Team. Led by HRO’s General Counsel & ACCO, the Legal Team works in close coordination with HRO’s Budget & Compliance Team which includes Budget & Program Controls, Compliance & Audit, Payments, Engineering Audit, and the Senior Internal Auditor, and with Temporary Housing Operations staff.
Your Impact:
HRO has assumed lead responsibility for managing temporary housing operations following disasters and other emergencies. This includes overseeing temporary sites and programs and providing ongoing operational support in crises with an impact on housing.
Your Role:
Your role will be to set up, manage, and oversee all aspects of Temporary Housing procurement, in close coordination with Project Managers, Project Coordinators, and with HPD Legal/ACCO office.
Your Responsibilities:
- Perform both routine and complex professional work involved in temporary housing and crisis response procurement activities, including budget work, as necessary.
- Reviewing invoices from ongoing contracts to ensure deliverables and standards of services are being met and costs are reasonable and contained.
- Plan, develop and manage procurements and renewals, including tracking procurements and agreements once in place, and assuring that inventory is accurately recorded.
- Consult and advise internal agency clients on procurement methods, strategies and contract administration issues associated with procurements.
- Take the lead on highly visible and critical agency procurements, ensuring that all the necessary administrative and procurement steps have been taken.
- Prepare and evaluate complex solicitations and bids, coordinate selection activities, and make recommendations for contract awards, modifications, special purchases, etc.
- Move all procurements through the administrative and oversight processes in a professional manner and in a way that meets the agency's business needs.
- Monitor vendor and procurement compliance with all applicable laws, particularly procurement-related Local Laws, (e.g., Chapter 13 of the City Charter. Procurement Policy Rules) Executive Orders, and audit requirements.
- Prepare written justification and all documentation required for procurement processing and post-award actions; draft and develop contract documents, perform analyses, and monitor vendor qualifications on responsiveness and responsibility.
- Confer with and advise various stakeholders on the management of critical issues in a timely manner and provide suggested solutions related to procurement and contract management.
- Develop and monitor reports needed to monitor the procurement process, vendor management, or any other report deemed necessary.
Required Skills:
Previous procurement experience and knowledge of City procurement systems such as DSS, FMS, and Passport.
Preferred Skills:
Professional-level MS Excel, Word, and Outlook skills, as well as the ability to quickly learn additional technology and computer programs - Outstanding interpersonal and communication skills (both written and oral) especially when working with diverse colleagues - Strong work ethic and attention to detail - Strong organizational skills with excellent ability to organize and drive projects to timely completions

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
