Job Summary


The Multi-Site Human Resources Manager is responsible for leading HR operations across multiple manufacturing facilities, ensuring alignment with business goals, compliance with labor laws, and fostering a positive employee relations environment. This role requires strong experience in unionized settings, including contract administration, grievance handling, and labor negotiations. Not all facilities under the span of control are unionized. 


Essential Job Duties and Responsibilities 

  • Partner with site leadership to develop and implement HR strategies that support operational goals.
  • Drive workforce planning, talent acquisition, and succession planning across all sites.
  • Ensure consistency in HR policies, procedures, and practices across locations.
  • Serve as the primary HR contact for union-related matters across all Union sites.
  • Administer collective bargaining agreements, manage grievances, and support arbitration processes.
  • Lead or support contract negotiations and labor strategy development.
  • Maintain productive relationships with union representatives and ensure compliance with labor laws.
  • Promote a positive work culture through proactive employee engagement initiatives.
  • Investigate and resolve employee concerns, ensuring fair and consistent outcomes.
  • Support diversity, equity, and inclusion efforts across all facilities.
  • Ensure compliance with federal, state, and local employment laws and regulations.
  • Maintain accurate records and reporting for audits and legal requirements.
  • Manage HR metrics and reporting to drive data-informed decisions.
  • Oversee HRIS systems and ensure data integrity across sites.
  • Monitor and improve HR service delivery and employee lifecycle processes.

Special Location/Position Requirements: 

This position is located onsite in Tulsa, Oklahoma but additionally has HR managerial oversight of the Company’s operation in North Little, Rock, Arkansas.   Periodic travel to Company locations will be required. Typically, @ 20% to 25% monthly travel to other Company location.  

Job Specifications (Work Experience, Skills, Abilities, etc.) 


  • Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s or HR certification preferred).
  • 7+ years of progressive HR experience in manufacturing, with at least 3 years in a multi-site and unionized environment.
  • Proven experience in labor relations, including contract negotiations and grievance resolution.
  • Strong knowledge of employment law, HR best practices, and manufacturing operations.
  • Excellent interpersonal, communication, and conflict resolution skills.
  • Ability to travel regularly between sites.

Education Requirements:

Bachelors Degree in Human Resources or Business Management preferred.. An equivalent combination of comparable education & experience may be considered. 

. Physical Demands/Environmental Conditions:

Normal office conditions.  Office may be located in a multi-level office building.  Job demands may require long periods of sitting, telephone work, and/or computer work, as well as interaction with other people.  Occasional exposure to shop conditions and shop noise.  Normal office conditions include walking, standing, bending, kneeling, climbing stairs, lifting, driving, and/or traveling.

May occasionally visit shop to observe activities, post results, etc.  Shop conditions are variable depending on task assignment.     Is subject to shop noise, skin, and eye are subject to fumes, vapors, and solutions controlled to OSHA standards.
