Regulatory Analyst – Job Description
Scout Energy is a private energy investment firm that acquires, operates and improves upstream conventional oil and gas properties for institutional investors. Scout’s business is both the management of private energy funds and the operation of the oil and gas assets it owns. The current employee base is approximately 1200 with 200 employees in the Dallas (headquarters) office.
Scout is seeking a Regulatory Analyst. Particular focus will be ensuring Scout maintains regulatory compliance within states in which it operates and continuing to build strong working relationships with local, state, and federal regulatory agencies. This position will report to Scout’s Regulatory Manager as a part of our Regulatory Group
DUTIES & RESPONSIBILITIES
- Assist in preparation of regulatory forms and reports including workover, recompletion, salt water disposal, well testing, temporary abandonment and plug and abandonment filings for submittal to the appropriate regulated entities in a timely manner
- Interact with regulatory agencies, including State and Federal agencies, to ensure progression of pending permits, applications, and resolution of corrective action or notice of violation
- Support due diligence research for new acquisitions
- Collect and submit monthly and annual UIC injection and disposal volumes in a timely manner to the appropriate regulated entities
- Collaborate with operations, geology, land and accounting staff to obtain information and ensure regulatory compliance with state and local laws
- Maintain working knowledge of existing rules and integrate new or revised rules into responsibilities
- Create and maintain both electronic and paper departmental files
SKILLS & SPECIFICATIONS
- Excellent written and oral communication skills
- Ability to prioritize assignments and meet deadlines in a fast-paced and growth-oriented environment
- Ability to work well in a deadline‐driven, self‐motivated environment
- Ability to understand and explain regulatory compliance programs and/or issues
- Developed organizational, problem‐solving, analytical, and time management skills
- Proficient with Microsoft Office and ability to learn corporate systems
EDUCATION & QUALIFICATIONS
- College degree or equivalent experience is preferred
- 5-10 years oil and gas regulatory experience is preferred
- Kansas and Oklahoma experience is preferred
- Texas experience required
The Regulatory Analyst interprets complex regulations and turns them into clear compliance strategies. They prepare accurate reports, communicate with regulators and stakeholders, and ensure deadlines are met to reduce risk. Strong problem-solving, project management, and collaboration skills help identify gaps, implement corrective measures, and integrate compliance across departments.
