Overview:
  • Develop press guidance, media notes, original social media content, and other materials, especially content on economic growth, energy, the environment, AI, emerging and critical technologies, science, trade, digital infrastructure, and cyber security, for distribution within and outside the Department.
  • Coordinate the production of public messaging and engagement related to U.S. government positions on economic growth, energy, and the environment and other E Family priorities. In this role, the Contractor shall work with other members of the E/PPD Team and various bureaus within the E Family. The Contractor shall back up the other members of the E/PPD Team.
  • Plan and execute public outreach activities and press engagements for the E Family directly supporting all issues covered by the E Family. The Contractor shall create press guidance and coordinate press inquiries, create media notes and fact sheets for conferences, events and meetings, and write speeches, public statements and newspaper opinion articles for high- level officials including the E Under Secretary, OES, CDP and EEB Assistant Secretaries, Principal Deputy Assistant Secretaries and other bureau leadership.
  • Execute communications plans, including social media campaigns, post social media content on the E Family social media accounts, tweet live from events, and draft blog entries for the Department of State’s official blog website, DipNote.
  • Organize and conduct interactive web events with panelists from U.S. government agencies and non-governmental organizations and live video broadcasts.
  • Design website layouts and other interactive content (e.g., infographics) and coordinate editorial content for E Family and conference websites.
  • Support the development of a range of high priority Bureau public outreach events. This includes sending and tracking correspondence with speakers, coordinating speaker bios, session descriptions, handouts and digital presentations, as well as the development of conference and promotional materials, including social media toolkits, agendas, programs, posters, etc.
  • Organize on-site event registration, track attendees, and work directly with high-level registrants and their staff on problems and inquiries. Participate in all logistic operations and maintain and update participant and RSVP lists. Ensure all representational events are organized following State Department regulations.
  • Provide support to primary research efforts and guide the research of others in the development, testing, and deployment of a Political Transitions Assessment Framework (the Framework) that will be used at US Embassies worldwide to capture variables based on past experience and best practices related to political transitions within their assigned countries.
  • Draft and update when required a three-hour training for office staff on applying the framework and making policy recommendations based on findings. Co-facilitate the first trainings session.
Responsibilities:

Education

  • Master’s degree in communications, Political Science, International Relations, Social Science, STEM, or Public Policy required.
  • And/or 10 years’ experience in international politics/foreign policy, communications, research & evaluation, social science, or other related fields.

Qualifications

  • Demonstrably effective and advancing an organization’s mission.
  • Experience working on a team, being flexible and willing to step in and lead small groups when needed.
  • Experience working on foreign policy issues, in particular topics like economic growth, trade, energy, technology, science, and critical minerals.
  • Ability to independently develop and maintain subject matter expertise on policy issues
  • Understanding of the modern media and messaging landscape, including key trends in social media, legacy media institutions, and a thorough understanding of key journalistic organizations covering the State Department’s E family issues.
  • Ten (10) years or more work experience on fragile states, political transitions, conflict prevention, political risk assessment, political economic analysis, state building, governance, and human rights.
  • Experience teaching, coaching, and mentoring professionals on fragile states and transition topics.
  • Ability to solve problems and encourage consistent, solid performance.
  • Proficiency in qualitative and quantitative research methods.
  • English language (written and spoken) communications skills, including excellent grammar, and the ability to copy edit written materials
  • Ability to manage multiple tasks, coordinate activities in multiple locations, act decisively in daily work, and work well in a multi-cultural team environment.
  • Strong organizational, communication, interpersonal, and computer skills.
  • Ability to work independently to assess priorities and manage daily coordination of details with minimal supervision
Pay Range:USD $135,000.00 - USD $140,000.00 /Yr.EEO:
