Savan is looking for a IT Business Analyst who can advise and support IT governance and project management oversight for a Federal Chief Information Officer. The ideal candidate will possess IT governance experience and program management experience. The candidate will demonstrate excellent client management skills with the ability to quickly develop trusted relationships at all levels of the client organization. The Business Analyst will possess knowledge of government-wide management requirements, IT project management methodologies and tools, knowledge of IT life cycle processes, and operational experience with program/project metrics tracking and reporting. The ideal candidate will be comfortable working with senior-level management, providing program implementation support, and making compelling recommendations for process improvement both verbally and in writing.

Role Responsibilities:
- Advise and support the Federal Information Technology Reform Act (FITARA) improvement program.
- Make improvements in the IT governance process, including implementing scalable/lean governance and tracking actions.
- Develop charters and processes for new IT governance organizations; implement new processes.
- Improve and implement the Systems Development Lifecycle (SDLC), including aligning it agile methodologies.
- Improve project metrics and propose dashboarding of performance data for reporting purposes.
- Support the creation of various guidance and reporting documents, such as an IT Strategic Plan and an Annual Report.
- Bachelor’s degree in information systems, information technology, business or public management with 3 years of experience.
- Experience supporting a federal CIO organization
- Excellent written and verbal communication skills.
- Strong analytical and problem-solving abilities.
- Ability to work collaboratively in a team environment on cross-functional initiatives.
- Ability to build trusted relationships with clients.
- Proficient in PowerPoint, Word, MS Teams/SharePoint
- U.S. Citizenship
- Experience with the Health and Human Services
- Experience with Service Now
- Experience with Folio CPIC tool
