Business Technology Integrators (BTI), A Service -Disable Veteran Owned Small Business with over 25 years of experience delivering innovative IT Solutions to the Federal Government, is seeking a EDM Lead in support of Marine Corps Recruiting Command (MCRC) headquarters in Quantico VA. This position does requires a Secret Clearance.
Summary
The EDM Lead is a key leadership position responsible for all aspects of directory, messaging, collaboration, and associated storage/backup operations across the Recruiting Command Enterprise Network (RCEN). This role ensures that directory/messaging services are delivered securely, reliably, and continuously, both in on-premises and cloud/hybrid environments, in alignment with DoD / USMC cybersecurity policy and mission requirements.
Responsibilities
Lead and manage the EDM team responsible for directory, messaging, collaboration, and storage services (Active Directory, Exchange, SharePoint, Teams/Unified Communications) across RCEN.
Maintain high availability (≥ 99.9% uptime excluding scheduled maintenance) for EDM services.
Plan, schedule, and execute cloud migrations and/or hybrid deployments (e.g. O365 / Azure / GovCloud) and new capabilities (e.g. Teams Direct Routing, unified communications modernization).
Manage both legacy (on-prem) and cloud systems, ensuring continuity during migrations (e.g. support for MCRISS legacy until full operation of the next generation).
Oversee storage, backup, and disaster recovery for EDM services; forecast storage costs; conduct benefit-analysis for storage growth and architecture changes.
Drive compliance with DoD/USMC/USN policies, DISA STIGs, RMF/NIST standards, and privacy requirements (PII/PHI). Perform regular audits (e.g. AD compliance, mailbox security, policy enforcement).
Maintain and regularly update Standard Operating Procedures (SOPs), technical documentation, diagrams, and workflows; ensure they reflect current state of architecture and operations.
Liaise and collaborate with other functional leads (INS, Cybersecurity, Enterprise Architecture) to ensure that directory/messaging technologies are aligned with network security posture, Zero Trust initiatives, and overall system architecture.
Produce regular status and technical reports: weekly/monthly operational status, quarterly forecasts for storage/pricing, benefit analyses, uptime / performance metrics, incident / outage summaries.
Serve as technical POC with government stakeholders (e.g. COR, Program Managers) for EDM functional area; ensure deliverables meet service level agreements and Performance Work Statement (PWS) requirements.
Qualifications
U.S. citizenship required.
Active Secret clearance (or ability to obtain). Top Secret preferred depending on contract.
Bachelor’s degree in Information Technology, Computer Science, Cybersecurity, Information Systems, or equivalent. Advanced degree or additional coursework a plus.
Experience: At least 5-7 years of progressive experience in directory/messaging systems in enterprise or DoD/federal environment; including at least some experience leading or supervising teams.
Strong hands-on ability with Active Directory (account/group management, GPOs, compliance auditing), Microsoft Exchange (on-premises & cloud), SharePoint (on-prem & Online), Microsoft Teams / Unified Communications.
Storage / backup / disaster recovery experience for messaging systems; familiarity with SAN/NAS/Cloud storage solutions.
Proven track record managing hybrid infrastructure or migrations to the cloud (e.g. Azure GovCloud, O365).
Deep understanding of cybersecurity controls, STIGs, RMF/NIST, privacy standards, and DoD / USMC policy.
Excellent project management, planning, and reporting skills. Strong interpersonal and communication skills.

Candidates must hold at least one of the following certifications. Additional certifications are a plus.

CCNP (Security or Microsoft-focused)
MCSE, MCITP, or equivalent for directory/messaging platforms
Any DoD 8140 / 8570 aligned certifications for system admins / enterprise messaging roles
