About the Department

King County Metro’s Finance & Administration Division seeks an experienced financial analyst and leader looking for an opportunity to develop their skills by acting in a lead position in the central finance group for one of North America’s largest transit agencies. This vital role will help shape Metro’s strategy, service, and infrastructure growth in the coming years, ensuring that the agency can meet mobility needs for the region

As the Business & Finance Team Lead you will coordinate work for a team of high-performing individuals focused on Metro’s department-wide budget development, financial reporting, and analysis. In addition to finance and budget experience, ideal candidates must have strong communication and relationship-building skills and be able to illustrate experience in leading continuous improvement efforts. This role will provide an opportunity for the successful candidate to develop skills and lead essential work that spans across the agency. 

Position Info: This recruitment will be used to fill one (1) Special Duty Assignment/Term Limited Temporary (SDA/TLT) Financial Services Administrator classification vacancy. The SDA/TLT is anticipated to last until June 30, 2026, and may be extended. In addition, this selection process may be used to generate an eligibility list for future Special Duty Assignment (SDA), Term Limited Temporary (TLT), and Career Service (CS) vacancies that may occur in this classification within this workgroup. The eligibility list will be retained for 12 months from the date of posting and may be used at the discretion of the hiring authority.  

Position Duties

Applying equity and social justice principles is a daily responsibility and foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of this work. This position is comprised of the following duties:

  • Acting as the lead position for a team of high-performing finance officers, coordinating work and providing support in various areas across the team.
  • Acting as team lead to coordinate financial reporting for leadership and support of Metro’s Monthly Business Review (MBR) reporting at various levels.
  • Leading and developing continuous improvement efforts. This work may include evaluating existing processes, identifying areas for improvement, documenting new processes and procedures, monitoring implementation, and adjusting based on feedback and results.
  • Leading an effort to set up an internal investment monitoring process, including tying investments to metrics to help understand value and performance.
  • Coordinating with financial and non-financial staff to develop zero-based budgets and resource models, including clear, detailed documentation of assumptions, cost drivers, and unit costs. 
  • Managing portions of the enterprise budget development process, including planning and coordinating supplemental budget requests and planning for the 2028-2029 budget process.
  • Being primary point-of-contact with finance officers throughout all of Metro’s divisions, providing coordination for recruitments, transition and onboarding, and other general support.
  • Developing financial forecasts and performing analysis on financial related data, examples of which include spending forecasts, variance analysis and assessment of impacts.
  • Working closely with Metro’s Director of Budget & Financial Planning, and representing and providing coverage in the Director’s absence, providing a variety of budgetary, financial, and performance information to support requests from Metro leadership, the King County Executive, King County Council, the press, and general public.
  • Potential to directly supervise finance officers that provide support to Metro divisions.
  • Other duties as assigned.

Minimum Qualifications

We are looking for candidates who have: 

  • Six or more years of increasingly responsible experience in financial analysis, budgeting, or public sector finance OR a combination of education, training, and/or professional experience which provides the equivalent background required to effectively perform the work of this position
  • Experience managing or leading teams, including cross-functional coordination.
  • Strong communication and relationship-building skills
  • Expert ability to develop and apply complex Excel based modeling tools used to support decision-making.
  • Demonstrated experience in leading continuous improvement efforts, including workflow analysis, standardization of processes, and collaboratively working with teams to implement improvements.
  • Experience in using data-based analysis and working with financial and non-financial staff to develop zero-based budgets and resource models for an organization or projects.
  • An ability to design reporting to meet needs of audiences and explain financial concepts to non-financial staff and leaders.
  • Skill in creating analyses based on transaction level data or through the application of standard financial and statistical analysis using business intelligence reporting tools.
  • Knowledge of accounting concepts such as fund and grant accounting.
  • Knowledge of and experience with enterprise finance systems, analytical and reporting tools, such as Oracle EBS, Oracle Business Intelligence, Hyperion/PBCS, Microsoft Power BI or similar tools.

Highly competitive candidates will have (desired, but not required):

  • Knowledge of King County Metro’s operations, mission, and policies.
  • Experience working with large public sector agencies or governmental organizations.
  • Experience in municipal government or public transit.
  • Demonstrated experience in developing processes to monitor and evaluate budget investments, including tying investments to metrics to help understand value and performance.
  • Project management or lead role experience, especially in financial planning, reporting, or strategic initiatives.
  • Bachelor’s degree in Finance, Accounting, Economics, Public Administration, or a related field.

Work Location: This is a hybrid position. The main work site for this position is King Street Center, 201 S Jackson St., Seattle, WA 98104.

The work associated with this position is currently performed or conducted through a combination of teleworking, onsite work, and meetings. The role combines remote work from home with onsite reporting typically once per week. Reporting frequency may vary based on business needs. 

Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. 

Work Schedule: The position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. The typical workweek is 40 hours per week, Monday – Friday.
