Engineer 1 - Stormwater Engineer 

Location:  14 S. Ft Harrison Avenue, Clearwater, FL  33756

Schedule:  Hybrid schedule of up to 2 days remote. 

Pinellas County’s Capital Improvement Program (CIP) is stably funded by the Penny for Pinellas and affords an exciting opportunity to develop a diverse and interesting portfolio of projects in one of the most beautiful yet most densely populated areas in Florida. The County is seeking a motivated and collaborative stormwater engineer to assist with the development and management of CIP projects to reduce flooding, improve surface water quality, protect the natural environment and enhance the quality of life in Pinellas County. The Engineer 1 Stormwater Capital Improvements Project Manager position is responsible for the management of stormwater CIPs and related studies within the Stormwater/Parks section of the Capital Improvements Division. The position includes managing in-house and consultant design teams from project development through construction under the County's Channel Erosion, Flood Control, Stormwater Infrastructure and Surface Water Quality programs in accordance with approved schedules and budgets to meet the department’s performance goal of delivering quality projects on time and within budget. 

Assignments require an Engineer Intern Certificate from the State of Florida.  The incumbent reports to a team manager, supervisor, or designee with a Florida Professional Engineer license. 

What Would You Do?

Manage in-house and consultant CIP project teams from conception through construction as the project manager.  Duties may include but are not limited to the following:

  • Perform and/or oversee feasibility studies.
  • Utilize engineering models to identify scenarios for project design and/or operations.
  • Research technical information to provide project data and engineering solutions.
  • Assemble internal/external project stakeholder teams.
  • Develop project schedules and cost estimates.
  • Develop and negotiate scopes of work.
  • Develop Requests for Proposals (RFPs) and evaluate submittals.
  • Submit grant applications and manage grant contracts.
  • Work with internal teams for land rights acquisition and to meet permitting requirements.
  • Perform quality control reviews (technical, value engineering, operational and maintenance, etc.) on project deliverables such as plans, specifications, quantities, and cost estimates.
  • Use project management software to record and monitor project progression.
  • Maintain project files and document project meetings.
  • Effectively manage project schedules and budgets.
  • Develop work orders or bid packages for construction.
  • Participate on Project Production Teams as the stormwater subject matter expert.
  • Support and coordinate with internal (County) and external (municipal, state, etc.) stakeholders as required.
  • Perform other related job duties as assigned.

 

What Do You Need To Have?

Experience: Directly related to the assigned subject matter area of responsibility, for example, civil engineering, roadway, traffic, construction, project management, environmental management.  

  • A Bachelor’s degree in civil engineering or other relevant engineering discipline and Engineer Intern Certification from the State of Florida and 2 years of experience as described above; or 
  • A Master’s degree in civil engineering or other relevant engineering discipline and Engineer Intern Certification from the State of Florida. 
  • An equivalent combination of education, training, and/or experience.
  • Possession and maintenance of a valid Florida Driver’s License at the time of appointment.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

 

Highly Desirable Qualifications

  • Experience with hydrologic and hydraulic analysis
  • Understanding of stormwater best management practices
  • Knowledge of Green Stormwater Infrastructure (GSI) and Low Impact Development (LID) technologies and practices
  • Project management experience
  • Experience using ArcGIS

 

Knowledge, Skills, and Abilities

  • Knowledge of engineering design practices and regulatory requirements for stormwater projects.
  • Ability to review and understand construction plans, drainage calculations, and drainage models.
  • Ability to prepare basin maps, investigate cause, and develop solutions to solve flood conditions.
  • Ability to communicate effectively (oral and written) with internal and external stakeholders including the public.
  • Ability to work independently and in a team environment.
  • Ability to prioritize work assignments and organize time.
  • Ability to effectively use the Microsoft (MS) Office Suite (Word, Excel, PowerPoint, etc.).
