Job Title: Principal Advisor - Innovation Programs 
Location: Remote, with onsite at DLA Headquarters (Fort Belvoir, VA) and travel as directed by the Government
Employment Type: Full-Time, Contract (Contingent upon contract award)

Position Summary:

CLJ Consulting and Contracting LLC is seeking an experienced Principal Advisor - Innovation Programs to provide high-level strategic and policy expertise in support of the Defense Logistics Agency (DLA) Small Business Innovation Program (SBIP). The Principal Advisor - Innovation Programs will work closely with senior leadership to ensure project direction, strategy, and expectations are met, while advising on complex issues related to intellectual property, foreign interference in research projects, fraud, waste, and abuse, and SBIR-STTR policy and law. This role provides specialized advisory services, develops and delivers training and presentations, and ensures alignment of organizational structures and processes with core mission objectives and strategic direction.

Key Responsibilities:

  • Support the Senior Program Manager (SPM) with assigned tasks on an as-needed basis.
  • Work with senior leadership to ensure project direction, strategy, and expectations are met.
  • Provide expert advice on SBIR-STTR policy, intellectual property law, foreign risk management, and fraud, waste, and abuse.
  • Prepare and deliver presentations, training sessions, and briefings as required by the SPM.
  • Lead efforts to design and implement comprehensive methods for describing organizational structure, interrelationships, communication channels, and process behaviors.
  • Ensure recommendations and advisory services align with organizational goals and strategic direction.

Required Qualifications:

  • Master’s degree in a relevant field.
  • Minimum of 10 years of experience in SBIR/STTR policy, intellectual property law, foreign risk management, and fraud, waste, and abuse.
  • Proven expertise advising senior leadership and managing complex policy and legal issues.
  • Strong presentation and training delivery skills.
  • Must possess IT-II security clearance or a current National Agency Check with Local Agency Check and Credit Check (NACLC) at the time of proposal submission.

Preferred Qualifications:

  • Demonstrated experience advising on SBIR/STTR programs within DoD or other federal agencies.
  • Strong background in organizational design, strategic planning, and policy implementation.
  • Familiarity with defense industrial base (DIB) challenges and associated mitigation strategies.
