The purpose of this position is to provide both technical and clerical assistance to assigned Development Project Manager. This is accomplished by acting as a liaison with city and county departments, along with providing administrative support to the Development Project Managers. This position will lead preliminary efforts in regards to plan review, material shop drawings and permit applications. This position will be the first point of contact to the public, they will be responsible for performing historical research for fee assessments along with other duties as assigned. This position will have a strong emphasis on handling numerous ongoing projects, therefore strong project management skills, organizational skills, communication skills are essential. In addition, this position requires exemplary customer service at all times. This position reports to the Private Development and Construction Manager and to the Senior Construction Inspector.

Position Duties

  1. Coordinate construction activities with engineers to ensure compliance with city, county and state regulatory construction standards, specifications and completeness.
  2. Assist assigned Development Project Manager with administrative and reporting functions.
  1. Provide assistance to the public on complex technical and process information that requires knowledge of regulations, specifications, policies and procedures.
  2. Active participation in city and county review committees by reviewing and commenting on conceptual plans and preliminary plans. Review, comment and release city and county building permits as needed.
  3. Review and comment on construction plans and applications for routine projects, then submit to assigned Development Project Manager.
  4. Review engineering shop drawings that have been submitted for the projects under review, ensure compliance with Toho Water Authority standards.
  5. Develop project specific requirements for inclusion in project legal documents.
  6. Establish strong work relationships with developers, engineers, contractors and Toho Water Authority staff to support the management of private development projects.
  7. Schedule and facilitate pre-construction meetings with the engineering department and Toho Water Authority development community.
  8. Provide end user support to include general information and basic troubleshooting to Toho Water Authority development community customers for Tyler Engergov and Bluebeam software.
  9. Assist with site inspections to confirm construction compliance with approved plans and Toho Water Authority standards and specifications as needed.
  10. Efficiently utilize software programs for data entry, retrieval, review and modification.
  11. Proficiency using Microsoft Word, Excel, Access, Power Point, Tyler Engergov, Bluebeam, Accela, GIS mapping, word processing, spreadsheet, database, internet, email and other software and operates general office or other equipment as necessary to complete essential functions.
  12. All other duties as assigned.

Minimum Qualifications

 Any combination of education and experience demonstrating the candidate’s ability to perform successfully in this position will be considered.
Development Specialist I

  1. A minimum of High School Diploma or GED issued from an approved GED Administrator. 
  2. Alternatively, a minimum of two years’ experience working in a project focused role within the utility, government or construction industry.
  3. Must possess or maintain a valid State of Florida Class E Driver's License.
Development Specialist II
  1. A minimum of High School Diploma or GED issued from an approved GED Administrator.
  2. Alternatively, a minimum of five years' experience working in a project focused role within the utility, government or construction industry.
  3. Must possess or maintain a valid State of Florida Class E Driver's License.
Senior Development Specialist II
  1. A minimum of High School Diploma or GED issued from an approved GED Administrator.
  2. Alternatively, a minimum of ten years' experience working in a project focused role within the utility, government or construction industry.
  3. Must possess or maintain a valid State of Florida Class E Driver's License.

DESIRABLE QUALIFICATIONS:

  • Associates Degree in Project Management, Business Administration, Construction Administration or related field
  • Familiarity with Local and State Regulatory Agencies (Florida Department of Environmental Protection, City/County permitting offices)
  • Proficiency in Tyler EnerGov, Bluebeam, Accela, and GIS Software
  • Experience with reading and interpreting engineering and construction plans

Working Conditions:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job in the office and on project construction sites. The noise level in the work environment is usually moderate. Environmental factors include indoor, flat surface, noise, sitting with occasionally walking and standing. When in the field occasionally the work environment includes outdoor conditions; rugged terrain, slippery surfaces, varying weather, including heat, cold, dry, wet weather. In addition, noise, darkness, brightness, vibrations, traffic, biological agents, chemicals, gas/fumes, magnetic fields or congested area.
