About the Department
Public Health – Community Health Services (CHS) Division is seeking an Administrator III (Division Administrator Manager). This position reports to the Division Deputy Director. CHS is the largest division of PH with 600+ employees. The Administrator III is responsible for the supervision of the administrative staff and is responsible for performing and managing multiple functions across the division and serves as a key adviser and coordinator of multiple work projects.
The Administrator III will need to engage with all supervisors and managers, especially newly onboarded leaders of CHS to provide an overview of items like the attendance policy, review expectations, and provide combination codes. We are looking for a seasoned supervisor that has experience supervising multiple staff as well as being comfortable with engaging with other teams/colleagues (like cpres, contract managers, HR, and payroll).

Work Schedule
This position has a regular schedule of Monday through Friday, 8:00 a.m. to 5:00 p.m. and may be required to work outside of these hours. This is an Exempt position and is not subject to the Fair Labor Standards Act and is not overtime eligible.
Work Location
The primary work location for this position will be based at the King County Chinook Building located at 401 5th Ave. Seattle WA 98104, 10th Floor. Some of the work associated with this position may be performed remotely a few days a week. It is possible that the work will be performed at the at the base location at Chinook on a full-time basis.
The work associated with this position is currently being performed through telework, complemented with onsite work and meetings as needed. Frequency of onsite work will vary based on business and operational needs. Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
Position Duties
Supervision:
- Ensuring work aligns with organizational objectives.
- Provide quality checks on technical outputs to maintain high standards, including coaching and mentoring.
Partnering with Department HR on Personnel Topics:
- Will partner with department HR on personnel matters, representing the CHS division, ensuring smooth personnel operations within the division working alongside with Division Deputy Director.
- Administer and implement policies and procedures for personnel, orientation of new managers and supervisors on hiring practices, processes, regulatory issues and other administrative activities.
- Work closely with the Division Deputy Director, Division Administrator, and department HR to leverage expertise to guide decisions and processes related to division employees.
- Interpret and participate in the development of current division administrative policies and procedures.
- Direct and/or analyze and assess internal systems and make recommendations on changes or revisions to improve performance.
- Oversite of CHS performance management.
Technical Expertise:
- Act as a key resource for internal and external staff on administrative services.
- Ensure that the division upholds administrative policies and procedures while providing not only guidance within existing guidelines but also offering their technical expertise to navigate situations that require decisions beyond the established guidelines.
- Conduct statistical and/or analytical analysis using various tracking systems, generate reports that provide trends and where to focus if improvements are warranted.
Fleet Management:
- Oversite of all CHS fleet needs and tracking, working closely with Managers and CPRES.
Facility and Safety Oversight:
- Work closely with Regional Health Administrators and Area Managers along with CPRES on facilities issues and reporting back to Division Deputy Director.
- Oversee and maintain a tracking log of issues and cost over time.
Strategic Engagement:
- Contribute to strategic planning and policy initiatives while sharing insights in presentations as requested.
- Oversite of All Staff Chinook Meetings.
Additional Responsibilities:
- Undertake additional duties as assigned, contributing to the dynamic nature of the role.
Minimum Qualifications
Our ideal candidate will demonstrate the following (Minimum):
- At least two (2) years of current and previous supervisory experience involving hiring/offboarding, coaching, mentoring and performance management.
- Demonstrated knowledge of facility and safety needs, specifically in a public health setting.
- Demonstrated knowledge participation in a safety committee and implementing safety improvements.
- Demonstrated experience working on a facility renovation project in the last 5 years.
- Demonstrated ability to maintain harmonious relationships and effectively address complex and sensitive administrative issues.
- Demonstrated attention to detail and proven ability to manage multiple projects in an organized, thorough, and timely manner.
- Demonstrated ability to proactively collaborate and problem solve with appropriate stakeholders.
- Demonstrated ability to gather, interpret, and communicate accounting/financial data to technical (budget/finance background) and non-technical audiences.
- Demonstrated ability to research, analyze and interpret financial information to resolve issues and make recommendations.
- Demonstrated knowledge handling confidential records/information: personnel issues.
- Demonstrated ability with multi-tasking and project management simultaneously in a dynamic environment while meeting deadlines and time constraints.
- Demonstrated ability to communicate effectively orally and in writing; make presentations; draft policies; and respond to both internal and external customers.
- Advanced knowledge of business, contracting and personnel administration.
- Ability to work under deadlines and time constraints.
The most competitive applicants will have the following experiences and qualifications (Desired):
- Management experience in accounting, purchasing and contracts.
- Experience providing SharePoint management.
