The opportunity

 

A newly created role supporting our Workforce Optimisation team, The Manager, Quality & Compliance is responsible for ensuring that rostering and scheduling (R&S) operations across WA meet high standards of quality, comply with industrial requirements, and align with the Enterprise Agreement and organisational policies.

 

This role plays a critical part in interpreting and operationalising industrial instruments, monitoring compliance, identifying risks, and recommending improvements to mitigate or remove industrial risks. The Manager also leads the implementation of new Enterprise Agreements on a three-year cycle, ensuring that operational practices are adapted effectively, are sustainably and provide a positive experience for our workforce and clients.

 

Key responsibilities

The responsibilities of the role include, and are not limited to:

 

  • Working closely with our People & Culture team, interpret and apply industrial instruments, including Enterprise Agreements and organisational policy, to ensure operational compliance.
  • Provide expert advice and guidance to operational teams on Enterprise Agreement conditions, policy entitlements, and rostering obligations.
  • Oversee R&S operational activities to ensure consistent application of quality standards and organisational policies
  • Conduct audits and reviews to assess compliance and identify areas for improvement
  • Lead the operationalisation of new Enterprise Agreements, including gap analysis, process redesign, and change management.
  • Collaborate with People & Culture and operational leaders to ensure smooth and compliant implementation across all impacted teams.
  • Monitor and analyse R&S practices to identify compliance risks and inefficiencies
  • Develop and recommend strategies to mitigate risks and enhance operational effectiveness
  • Work closely with R&S teams and service delivery leaders to ensure consistent and compliant practices across the state
  • Act as a key liaison between operational teams and the Workforce Optimisation function
  • Develop and maintain reporting frameworks to track compliance performance and quality metrics
  • Provide regular insights and recommendations to the Head of Workforce Optimisation and senior leadership

 

 

For this role, you will possess:

 

  • Tertiary qualification in a relevant discipline.
  • Demonstrated experience (3-5 years) in interpreting Enterprise Agreements, industrial obligations and organisational policies, with a proven ability to translate complex requirements into effective and compliant operational practices.
  • Demonstrated knowledge and skills in project management and business improvement techniques, tools and methodologies, covering all phases of the project life-cycle.
  • Experience in coaching/mentoring to support and advise key stakeholders.
  • Demonstrated analytical and conceptual skills to identify risk and make recommendations to ensure achievement of project objectives.
  • Demonstrated experience dealing with sensitive information requiring high level of communication skills.
  • Well-developed communication (written, verbal and listening) and interpersonal skills to develop effective relationships, consult with key stakeholders, and provide effective advice and expertise with regard to project methodology.
  • Demonstrated computer literacy in word processing, spreadsheets, databases, presentation and calendar management software in order to prepare correspondence and effective documentation and presentations.
