Job Description

The Program Coordinator is responsible for the delivery of the TAMFS fire department grant programs, including the Rural VFD Assistance Program, Rural VFD Insurance Program, TIFMAS Grant Assistance Program and the FDEP Loan Program.  They will provide supervision and direction to staff within the Capacity Building Department, including oversight of customer service functions such as FireConnect navigation support, technical assistance and program-related inquiries. The Program Coordinator will ensure that customer interactions are handled accurately and professionally, with timely follow-up and issue resolution.  They will coordinate funding and public meetings, monitor account balances, conduct analysis and ensure the prompt and accurate processing and payment of grant requests and reimbursements, as well as prepare reports, lead eligibility reviews and investigations, maintain and update program guidelines and communicate with fire departments, field staff, elected officials and other stakeholders to support program delivery.

Responsibilities:

-Oversee staff performance for team assigned to process a large volume of grant applications, awards and grant transactions.  Supervise and support staff in providing responsive, accurate and professional customer service to fire departments and partners, including assistance for FireConnect navigation, eligibility questions and program procedures.  Update, maintain, provide technical assistance and ensure compliance for program and accounting procedures.  Coordinate funding and public meetings.  Lead eligibility reviews and initiate investigations.  Solve accounting and financial challenges.  Process emergency grants and special requests submitted by fire department customers.  Communicate with field staff, fire department members and elected officials, often taking the lead on complex, escalated or politically sensitive inquiries.  Provide clarification and resolution in cases where misinformation, misunderstanding of program operations or dissatisfaction remains after initial contact with program staff.  Ensure excellent customer service.

-Conduct account liquidations and release of encumbrances.  Review FAMIS entries, examine check transmittal documents, reconcile FAMIS, FireConnect and VFDAssist database entries.  Document interim financial changes that occur between funding meetings.  Maintain electronic and paper files. 

-Produce annual and special reports for both internal and external customers.  Conduct presentations.

-Manage and account for agency credit cards in accordance with applicable laws, policies, rules, procedures and guidelines.

-May participate in regional and statewide emergency response operations, as needed.

-Employees with administrative duties: may require extending bending, reaching, stooping, kneeling,, squatting and sitting.  May require extended communication with visitors and employees in person, by phone or electronically.  May require infrequent travel in State vehicles with overnight stays.  May require operating computers with monitors for extended periods of time.

-Other duties as assigned.

Education and Experience:

Required Education: Bachelor's degree in Business, Finance, Accounting, Administration, Management or related field of study, or equivalent combination of education and/or experience.

Required Experience: Four (4) years’ experience in finance, business operations, project management or related fields – with emphasis on fiscal operations.

Preferred Experience: Experience with a Texas A&M University System agency or university, including the use of FAMIS/Canopy and related systems.  Experience in grant coordination, including working with multiple accounts and fund sources, grant reporting and development of procedures and processes.  Familiarity with fire service operation and needs.

Knowledge, Skills and Abilities:

Required Knowledge: Knowledge of Word, Excel, Outlook and Adobe Acrobat.

Required Skills: Strong oral, written and interpersonal skills.  Attention to detail. Sound judgement.

Required Abilities: Ability to multi-task and work cooperatively with others.

Required: Texas Driver's license or the ability to obtain one within 30 days.
